The African Union (AU) is currently seeking applications from the eligible applicants for the post of Head of Division Human Resource Youth Development and Capacity Building, based in Addis Ababa, Ethiopia.
The Head of Division will provide strategic support to the mandate of the Division, targeting the African Youth and Human Resource, by advising on ways and means to address and resolve the problems and difficulties experienced by the Youth in Africa, especially those related to education, health, employment and meaningful participation of Youth in the management of public affairs at national, regional and continental levels.
The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide.
Key Job Responsibilities
The Head of Division will perform the following functions-
- Developing youth development frameworks and strategic planning, mainstreaming youth in African development agendas;
- Supporting African agenda for Human Resource development and capacity building;
- Ensuring publicity and widest dissemination of adopted continental frameworks, decisions, plan of action related to African Agenda for Youth Development, and Human Resource development agenda among stakeholders and Partners;
- Developing institutional linkages and policy mechanisms to promote regional collaboration and integration in the implementation of the relevant frameworks Contributing to partnership building and resource mobilization through existing mechanisms and innovative approaches;
- Coordinating other officers’ work in policy development, programme implementation, monitoring and evaluation of strategic planning as approved by the African Union Assembly
- Organizing meetings, conferences in all aspects with members States, RECs, Partners, including the monitoring of periodic reports (national and regional) on the implementation of the recommendations, decisions, plan of action and other policy frameworks
- Performing any other related duties that may be assigned.
Eligibility Criteria
Applicants must have-
- At least a Master’s Degree in Education Sciences, Youth Development or related field of study and a minimum of 12 years of appropriate experience in the relevant field of the job with strong knowledge of African Development context at national, regional or international level of which at least 7 years should be at managerial level.
- First University Degree in Education Sciences or related field of can be considered provided they have a minimum of 15 years of appropriate experience in the relevant field of the job with strong knowledge of African Development Context at national, regional or international level of which at least 5 years should be at managerial level.
- Experience in management of Youth Development programmes is required
- A minimum of 5 years of experience in project management cycle especially in monitoring, evaluation and reporting is essential.
- Programmatic document development including policies, programmes and strategies development is essential.
- Good background in education, training and development will be a strong asset.
- Experience in policy dialogue at the international, level as well as partnership building and resource mobilization.
- Excellent drafting skills.
- Proven overall supervising skills.
