The Asian Development Bank (ADB), is currently seeking applications from the eligible applicants for the post of Senior Procurement and Contracts Assistant based in Manila, Philippines.
The Senior Procurement and Contracts Assistant is responsible for attending to the efficient contract monitoring and administration, database maintenance to support the procurement of goods and services, and directly participate in the procurement process of low to medium value and complexity requirements.
The ADB aims for an Asia and Pacific free from poverty.
Key Job Responsibilities
The Senior Procurement and Contracts Assistant performs the following functions-
- Conducts due diligence and vetting process to determine the
- Legal identity;
- Financial soundness; and
- Technical capability, based on the established criteria, as part of the pre- or post-qualification process.
- Ensures the Contractor’s compliance with all contractual provisions.
- Monitors fulfillment by the Contractors of all undertakings under the contract, including submission of the applicable liability insurance policies, performance security, good social management certificate, and other relevant contractual documents and notifications before commencing performance under the contract.
- Acts as the formal contact point between ADB and the Contractors from contract award until the goods and services are accepted or completed and closeout.
- Provides advice and general support to the User Section, as necessary, for the efficient administration of the contracts and processing of amendments.
- Upon approval of the recommendation memo by authorized officers for contracts or work orders valued US$50,001 and above, enters the relevant contractual data in the form of a contract purchase agreement and upload copy of the approved memo in the Purchasing Module of the Oracle System for the online validation of the National Staff and International Staff.
- Reviews existing contracts under his/her responsibility and recommends contractual actions as necessary, such as rebidding/renegotiation or the termination/extension of the contract.
- Provides support to the effective and efficient maintenance of information/data by properly classifying and maintaining all on-going, completed and in-process goods and service contracts including performance and cost records, list of current and prospective contractors/suppliers, original copies of all service contracts and relevant documents.
- Regularly monitors information maintained and periodically generates statistical reports as well as securing the confidentiality of information such as archives, documents and memoranda related to on-going procurement exercises. Provides similar database system maintenance function with respect to the procurement of goods.
- Participates in the procurement process for goods and services through the use of the procurement module of Oracle by requesting for bids and quotations, identifying and suggesting the most qualified local and/or foreign supplier.
- Undertakes procurement of goods and services for client-specific clusters such as but not limited to OAFA, OAIS and OIST. Participates in undertaking strategic procurement planning in collaboration with user-clients.
- Provides evaluation of requests for contract amendments and revisions received from the contractors. Coordinates the prompt processing of the business unit’s requests according to the current procurement procedures
- Performs other related tasks as assigned by the position’s immediate supervisor(s) or designated International Staff.
Eligibility Criteria
Applicants must have-
- Bachelor’s degree with major in Engineering, Law, Business Administration, Accounting or other relevant disciplines. Professional Procurement Certification (e.g. CPSM, CIPS) an advantage.
- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 5 years professional experience in a relevant field.
- Working knowledge and understanding of the ADB (or similar) policies, guidelines, and procedures in procurement operations.
- Knowledge and understanding of ADB’s relevant software used in the procurement process and records management. Capability to use internet research on sources of supplies.
- Excellent oral and written skills in English.
- Good interpersonal communication skills and ability to provide guidance to staff and promote team work.
