Asian Development Bank (ADB) is currently seeking applications from the eligible applicants for the post of Associate Social Development Officer (Gender and Development) in Philippines.
The Associate Social Development Officer (Gender and Development) provides analytical and technical support to the Gender and Development (GAD) team in the Sustainable Development and Climate Change Department (SDCC) and function as Gender Equity (TG) secretariat by supporting: progress reporting.

Key Jobs Responsibilities
The Associate Social Development Officer (Gender and Development) will perform the following functions-
- Contribute to the overarching objective of ADB’s GAD policy and the ADB-wide Gender Equality and Women’s Empowerment Operational Plan 2013-2020 (Gender OP).
- Contribute to ensuring gender mainstreaming in other sector and thematic policies, strategies and operational plans of ADB.
- Participate in data analysis of trends of gender equality in Asia and the Pacific and ADB’s performance in implementing the Gender OP and achieving results framework targets and indicators.
- In consultation with other departments, assist in ensuring business process guidelines, reporting templates, relevant sections in operations manuals and project administration instructions, Bank-wide project databases and operations are updated to enable implementation of the Gender OP.
- Draft briefing notes on gender mainstreaming to Management and development partners, and provide gender inputs to Annual Reports, annual development effectiveness review reports, and other relevant Bank-wide reports.
- Under the guidance of supervisors, provide technical advice to the operations departments (ODs) to integrate gender considerations into their country partnership strategies and programming, loan, grant, and technical assistance project designs, including project-specific gender strategies and plans.
- Under the guidance of supervisors, develop Gender OP results framework tracking database, supervise data entry and perform quarterly update in collaboration with ODs.
- Support the Division’s knowledge management activities through the collection of information and data for the production of success stories and good practices, technical notes, issue papers, management briefs, publications, annual and retrospective reports.
- Participate in background research on various gender topics assigned by the supervisors, and provides technical information to support the preparation of reports and studies, and supervises the accuracy and consistency of the work of junior staff in collection of relevant data and information.
- Regularly collect new gender resources and information of upcoming gender events from outside of ADB and disseminate to internal Gender TG members, regularly update Gender TG intranet, and proactively engage in gender-related internal and external communications including social media.
- Support the organization and conduct of gender conferences, workshops, South-South learning events by overseeing the formulation of budget and other administrative requirements by junior staff to ensure that all requirements are met.
- Function as Gender Equity TG secretariat and handle budget, committee meetings, publication of knowledge products, and publication purchases and management in coordination with the library.
- Coordinate with and build and maintain team work with administrative staff in the team.
Eligibility Criteria
Applicants must have-
- Bachelors degree; preferably with advanced training in gender studies, social sciences and/or development studies or related fields.
- At least 6 years relevant experience.
- University or postgraduate degrees on relevant areas. Gender and/or social development background would be a major advantage.
- Suitability to undertake the responsibilities outlined above.
- Familiarity with ADB’s GAD policy, procedures, and gender analysis tools.
- Thorough knowledge and understanding of current and alternative approaches and methodologies in addressing gender equality and women’s empowerment into ADB’s projects and programs.
- Familiarity with MS Excel, MS PowerPoint, ADB project databases, formulation of tables and graphs.
- Basic knowledge of statistics.
- Aptitude to perform analytical and conceptual thinking.
- Liaise and work effectively with staff within the team, division, and across ADB.
- Work collaboratively with constructive suggestions.
- Good interpersonal skills.
- Excellent oral and written communication skills.
