Catholic Relief Services (CRS) is currently seeking applications from the eligible applicants for the post of Chief of Party II in Niamey, Niger.
The Chief of Party will coordinate the implementation of all aspects of the program to ensure program quality and timely reporting to donors.
CRS carries out the commitment of the Bishops of the United States to assist the poor and vulnerable overseas.
Key Jobs Responsibilities
The Chief of Party II will perform the following functions-
- With key program staff and stakeholders, ensure program’s strategic objectives and results are fully accomplished and meet expected technical quality standards.
- Ensure that vision and plans for the program are innovative and are in line with CRS agency and country program strategies.
- Lead periodic technical review of implementation plans for the project and ensure appropriate actions are taken to meet implementation timelines and commitments.
- In collaboration with program staff, provide guidance and technical oversight to partners and other collaborating agencies to ensure that best practices and lessons learned are documented and disseminated.
- Coordinate with M&E department to oversee the design and implementation of the program’s monitoring and evaluation system, using appropriate forms, procedures, and tools for data collection and analysis as the basis for measuring, documenting and reporting of project performance and outcomes.
- Ensure integration of program interventions with other CRS programs or through linkages with other service providers.
- Ensure complete, accurate and timely documentation and reporting on all program activities to the donors and other stakeholders in accordance with established schedules.
- Manage program budgets, including tracking of financial and material resources.
- Ensure staff compliance with all CRS administrative and operational procedures and policies, as well as applicable donor regulations.
- Approve program expenditures, budget adjustments, and cost modification requests to donors.
- Ensure that all resources of the program are properly managed and used for their intended purposes.
- In collaboration with CRS country representative Deputy Country representative and Head of Program, strengthen linkages with existing and potential partner agencies.
- Lead, manage, coach, and supervise a team of CRS staff to meet program objectives.
- Conduct periodic reviews of staff performance in keeping with CRS’ performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.
Eligibility Criteria
Applicants must have-
- Masters Degree in Development Studies, International Relations or related field required.
- Minimum 8 years of progressively increasing management responsibility in developing countries, including experience in nutrition, food security or similar programming.
- Prior management of significant USG-funded programs required. Previous experience managing Food for Peace (FFP)/Title II funding preferred.
- Leadership and inter-personal skills and ability to build and motivate diverse and talented teams.
- Experience in managing complex consortium or partnership relationships required.
- Ability to be an effective supervisor of staff of varying levels of responsibility.
- Strategic vision and capacity to oversee a vast and complex program required.
- Experience with participatory methods and partnerships required.
- Ability to think strategically.
- Flexibility to work both in a team and independently.
- Cultural sensitivity, patience and flexibility.
- Demonstrated personal accountability and driven to serve others.
- Understanding of and experience with faith-based organizations, local church structures, and accompaniment and capacity-building principles in local partnerships desired.
- Ability to travel up to 30% nationally and internationally as required.
- Professional proficiency in French.
- Excellent English oral and written communication skills required.
- Experience working in a variety of developing environments required.
- Proficiency in Microsoft Office suite, including Word, Excel and Outlook required.
