The United States Agency for International Development Southern Africa (USAID/SA) is seeking applications for a Cooperative Agreement from a qualified organization to fund a program entitled Lesotho HIV Care and Treatment Services.
The program will contribute to the shared priority of the Governments of Lesotho and the Unites States Government to significantly reduce the number of new HIV infections and eliminate pediatric HIV and mother to child transmission of HIV in Lesotho by 2015 and beyond.
The poject’s overall goal is to “Utilize a prioritized district approach to institutionalize interventions that sustain reduction in HIV transmission, morbidity and mortality to maintain the national tipping point for ART and saturate the coverage of HIV clinical care and treatment services to 80% starting with Maseru (by 2017), and Mohale’s Hoek and Mafeteng (by 2018) while maintaining the quality of clinical service delivery in all the six districts using quality assurance and quality improvement interventions.”
Objectives
- Sustained Quality, Comprehensive, Integrated, Client-centered HIV/AIDS
- Care, Treatment and Provider Initiated Testing and Counseling (PITC) services
- Strengthened and increased rollout of Family-Centered HIV/AIDS care and treatment services at all points of contact
- MTCT of HIV reduced to less than 5% through expanded provision of integrated PMTCT services in MNCH, and keeping the Mother-Baby pair alive
- Strengthened national and district capacities to routinely deliver high quality HIV programs within the first three years of the project
- MOH’s policy, protocols and guidelines for Care and Treatment services reviewed and improved on a regular basis
Awards Information
- Subject to the availability of funding, USAID/SA intends to provide $62,000,000 in total USAID funding through a Cooperative Agreement over a five-year period; $7,500,000 in funding is anticipated in the first year
- The award funding ceiling is $62,000,000; however, USAID cannot guarantee that this ceiling will be reached by the end of the project.
Eligibility Criteria
- Any non-governmental organization [including, but not limited to, Private Voluntary Organizations (PVOs) and for-profit entities] or public international organization is eligible to apply under this NFO.
- USAID welcomes applications from organizations which have not previously received financial assistance from USAID.
- The Recipient must be a responsible entity. Applicants must have established financial management systems, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. The successful applicant must also have the necessary experience and technical and organizational skills – or the ability to obtain them – in order to achieve the objectives of the program and to comply with the terms and conditions of the award.
