Aga Khan Development Network (AKDN) is currently seeking applications from the eligible applicants for the post of National Advisor, Program Quality Assurance & Compliance in Afghanistan.
The overall objective of the Program Quality Assurance and Compliance Advisor is to support the department in ensuring the accountability of AKF Health towards the targeted populations and the donors supporting the projects/programmes.

Key Jobs Responsibility
The National Advisor, Program Quality Assurance & Compliance will perform the following functions-
- Supports the Health Director with recommendations for improving the overall quality of project activities; and proposes corrective steps and interventions.
- Works with Program Coordinators to monitor adherence to grant agreements, AKF’s policies and procedures and other relevant external rules and regulations; (checklist, workshops and desk review).
- Develops, revises and implements manuals, guidelines, procedures, checklists, tools useful to program design initiatives, compliance and project/program implementation.
- Identifies programmatic, operational and compliance issues, challenges, and develops appropriate recommendations and follow-ups.
- Develops and introduces clear and easy to use measurements for program quality and compliance, working closely with relevant departments (e.g. Engineering, Finance, Procurement, M&E).
- Conducts field visits and coordinate with the M&E team, Program Coordinators and regional team; gathers and assesses information, focusing on the quality of implementation.
- Ensures partners meet requirements for strengthened data systems and appropriate monitoring of sector outcomes.
- Provides regular updates to the Health Director on performance of partners, sub-grantees, and technical contractors; provides recommendations/ options for addressing identified issues, as necessary.
- Reviews activities and approaches and checks alignment with AKDN Health Action Plan and to the National Priority Program.
- Ensures information and lesson learnt collected from project reports, Mission visits, site visits and external reports (e.g. MoPH M&E team) are documented, reflected upon, used to improve ongoing projects, and is incorporated into consistently high quality grant proposals and reports.
- Contributes to other tasks assigned by Health Director (e.g. proposal development, recruitment).
- To carry out the responsibilities of the role in a way which reflects AKF-A’s commitment to protecting children in accordance with the Child Safeguarding Policy.
- Representation of the Health department at the national level and when needed at regional and international level.
- Any other task assigned by the supervisor.
- Developing capacity building programs/modules for responsible personnel in Regions with respect to HAPA project, and for implementation staff.
- Work with Regional Directors and Regional Sector Heads to achieve better quality and ensure compliance for all sectors involved in HAPA.
- Monitoring project Implementation related to the quality and compliance as per the Work Plan.
Eligibility Criteria
Applicants must have-
- Master degree or bachelors with additional experience in compliance and quality assurance.
- Minimum 3 years work experience in equal scale of work in NGOs/international development organizations.
- Demonstrated conceptual and practical knowledge of gender issues, understanding underlying causes of gender inequality and being able to translate these into project activities and gender equality results.
- Work/liaison experience with the Government of Afghanistan and Afghan Civil Society Organizations a strong asset.
- Experience with capacity building, training and facilitation.
- Good judgment, ability to network and establish good collaborations, pro-active, positive attitude, team worker and ability to work independently.
- Excellent verbal and written communication and interpersonal skills.
- Committment to learning, good learning capacity.
- Proficiency in English and Dari (verbal and written).
- Willing to travel frequently, including to remote places in Afghanistan with limited facilities.
