African Union (AU) is currently seeking applications from the eligible applicants for the post of Senior Certifying Officer in Nairobi, Kenya. The duration for the post is of 11 months.
The mission of AU is to become “An efficient and value-adding institution driving the African integration and development process in close collaboration with African Union Member States, the Regional Economic Communities and African citizens”.
Key Jobs Responsibilities
The Senior Certifying Officer will perform the following functions-
- To safeguard financial discipline by ensuring that the books of accounts of the AU‐IBAR are maintained in such forms, standards and procedures as prescribed or approved in the financial rules and regulations.
- To pre-audit all payrolls, claims and other financial transactions upon certification by the authorized person that the amount is due and unpaid according to the records and information.
- To review receipts, adjustments and disbursements from units and projects of AU-IBAR.
- To assist in identifying, assessing and monitoring risks and implementing the necessary controls in order to keep the risk exposure to an acceptable level.
- To control all expenditures to ensure that budget appropriations are not overspent.
- To advise management regarding the review of financial rules; regulations, policies and procedures, for the effective implementation of the accounting and financial management systems.
- Establish controls, using policy guidelines and generally accepted accounting standards, for the prevention of waste, fraud and mismanagement.
- To provide accurate and reliable information and explanations to audit queries.
- To perform any other related duties as may be assigned.
Eligibility Criteria
- Applicants must have-
- At least a Master’s degree in Accounting, Auditing, Commerce, Finance or a recognized professional qualification such as ACCA, CPA, CA, CIMA or equivalent.
- At least 7 years of relevant working experience in auditing, or accounting or financial management of which at least 3 years should be at middle management level.
- Excellent interpersonal skills and ability to organize and motivate others and to work in a multi-cultural environment.
- Ability to think critically and advice.
- Experience in audit work in a large organization.
- Management experience, Proficiency in one of the African Union working languages is mandatory.
- Knowledge of one or several other working languages is an added advantage.
