African Union (AU) is currently seeking applications from the eligible applicants for the post of Senior Policy Officer, Customs Cooperation in Addis Ababa, Ethiopia. The duration for the post is of 3 years.
The Senior Policy Officer, Customs Cooperation works to assist in the implementation of the programs of the Division and with the overall objective of achieving the ultimate goals of establishment of the Continental Customs Union and the African Common Market.
The mission of AU is to become “An efficient and value-adding institution driving the African integration and development process in close collaboration with African Union Member States, the Regional Economic Communities and African citizens”.
Key Jobs Responsibilities
The Senior Policy Officer, Customs Cooperation will perform the following functions-
- To coordinate, monitor, supervise and evaluate the implementation of projects and programs in Customs Cooperation, Customs law and Procedures, Non-Tariff Barriers, Customs Reforms and Modernization, Customs Capacity Building, Customs Unions and convergence programs as well as Trade facilitation and Regional Integration.
- To assist in formulating appropriate policies and plans of action and develop programs and project proposals, from a Customs perspective, on trade and tariff liberalization and for the improvement of intra African trade and increase Africa’s share of global trade.
- To Prepare Terms of Reference and related dossiers relating to consultancy services and assists in the supervision of consultants based on the values of the African Union.
- To Undertake research and Draft specified inputs for technical papers and analytical studies on selected global, regional, national aspects of on Customs Cooperation, Customs law and Procedures, International Supply Chain, Customs Reforms and Modernization, Customs Capacity Building, Customs Unions and convergence programs as well as Trade facilitation and Regional Integration for Experts meetings and reports of the Division.
- To Identify and evaluate policy proposals made elsewhere and analyze the effects of these alternative policies and assumptions on Customs Cooperation, Customs law and Procedures, International Supply Chain, Customs Reforms and Modernization, Customs Capacity Building, Customs Unions and convergence programs as well as Trade facilitation and Regional Integration for Experts meetings and reports of the Division.
- Ensure appropriate responses to requests for advice and/or assistance on Customs as well Trade facilitation and Regional Integration issues from Member states.
- To perform Secretariat duties for Departmental meetings and any other related duties as may be assigned.
Eligibility Criteria
Applicants must have-
- A minimum of University Master’s Degree in Economics, International Economics, Public Policy or related discipline.
- Professional qualifications equivalent to post graduate level from a recognized and reputable Customs Training Institute.
- First University Bachelor’s Degree plus ten (10) years relevant progressing work experience would be considered.
- At least 7 years of relevant working experience in Customs Administration of a Member State, and in a regional, international or intergovernmental organization.
- Work experience in Customs Administration, Trade Facilitation and Regional Integration.
- General knowledge of the International trading system is desirable.
- Comprehensive knowledge and understanding of policies, procedures and operations as the related to Regional Integration is desirable.
- Record of publications in customs related matters would be an asset.
- Strong computer skills, including use of software relating to trade research analysis, proficiency with spreadsheet and database applications as well as word processing, presentation programs and Internet.
- Communication Skills, with delegation by the head of Division being able to liaise with other Divisions within and outside the Department.
- Proficiency in one of the African Union official working languages.
- Knowledge of another or several other official working languages would be an added advantage.
