United Nations Office for Project Services (UNOPS) is currently seeking applications from the eligible applicants for the post of Programme Officer in Khartoum, Sudan. The duration for the post is of 6 months.
UNOPS mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner.
Key Jobs Responsibility
The Programme Officer will be responsible for the following functions-
- With the support of the Programme Management Office (PMO), support the Head of Office in guiding the Project Managers with planning, execution and delivery of projects, and ensuring incorporation of best project management practices.
- Help oversee the delivery of existing project portfolio, monitoring delivery in terms of quality, costs and time.
- Ensure that clear communication and good relationships are developed and maintained within the Programme Unit, with internal support departments, and with external parties such as donors, government, etc.
- Help Head of Office plan, develop, coordinate, communicate and direct the internal policies and procedures of the Programme Unit, including establishment of the relevant performance objectives for relevant personnel and units.
- Within framework of the UNOPS pricing and costing policies, help determine pricing strategies, with a disciplined approach to business case development and pricing models which balance revenues and development capacity.
- Support UNOPS Sudan Office participation in UN joint programme formulation and implementation.
- Help oversee projects’ revenue, expenditure and budget forecasts based on established financial goals; and ensure that projects are launched, implemented and closed in a timely manner.
- Work closely with the PMO to assist Project Managers to help identify potential project cost overruns, time delays or quality deficiencies, and implement corrective actions.
- Analyze project results, and translate results into recommendations for management to assist with the development of the organization as the service provider of choice.
- Together with OH HoP, develop and deploy standard project management tools, and develop the Project Management and technical skills of the Project Managers and other Project staff.
- With support from PMO, ensure timely and accurate project tracking, analysis of outputs, and reporting.
- Develop and drive a culture of excellence, continuous improvement, and performance optimization across all projects.
- Help develop the technical and project management skills of programme personnel.
- With support from the Support Services Officer, advise the Sudan Head of Office on all matters concerning the delivery of projects in the country.
- Responsible, with the SSO, and support of the PMO, for the overall budgeting and resource planning of the country office.
- Prepare, and submit for approval, revenue and expenditure forecasts for the office based on established financial goals.
- Responsible for certifying and authorizing procurement, engagement and disbursement activities, as applicable.
- Actively participate in the Sudan Office management team.
- Work in a collaborative manner with the Support Units, and in day-to-day cooperation with Support Services Officer.
- Help prepare annual delivery targets with the Head of Office, and coordinates the delivery of targets for Sudan with relevant units and personnel.
Eligibility Criteria
Applicants must have-
- Master Degree in Public Policy, Public Administration, Economics, Business Administration, Engineering, Development Studies or other relevant field is required, or.
- A relevant bachelor degree with 7 years of relevant professional experience in report writing, proposal writing, Monitoring and Evaluation of Project or related field may be accepted in lieu the Master.
- Minimum of 5 years of full-time relevant professional experience is a must.
- Progressive professional experience in government and /or international organization is desirable.
- Experience with research, report writing, proposals drafting, monitoring and evaluation of projects and budgeting desired.
- Prince2 and/or other project management certification highly preferred.
- Written and oral fluency in English and Arabic required.
