United Nations Office for Project Services (UNOPS) is currently seeking applications from the eligible applicants for the post of Programme Management Officer in New York, United States. The duration for the post is of 1 year.
UNOPS mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner.
Key Jobs Responsibility
The Programme Management Officer will be responsible for the following functions-
- Manage and ensure the effective, equitable and efficient operations of the office’s finance, human resource and administrative systems to support and facilitate the attainment of programmatic goals and objectives by meeting changing operational requirements.
- Review office structures and operations, and update job descriptions prior to budget preparation in line with the project commitment. Prepare budget and the accompanying justification and documentation. Monitor and control budget allotment and disbursement.
- Accountable for the correct and consistent application of organizational policies and procedures in the management of finance and administrative functions.
- Participate in strategic planning and decision-making and provide sound professional input and oversight on financial, human resource and administrative policies, systems and procedures.
- Support the Director and senior management on all matters of programmatic and operational matters.
- Interact as required with senior UN staff, development partners, government officials as well as other UN system colleagues and external partners to ensure that senior management is kept abreast of important developments affecting the organization.
- Manage the human and financial resources for delivery of results agreed through work plans.
- Participate in the design and implementation of annual work plans, identifying staffing and administrative requirements.
- Provide oversight and guidance to finance and administrative support staff for efficient functioning of the office.
- Monitor compliance with all operational systems and procedures and establish relevant internal controls.
- Support the Director in resource mobilization and related donor reporting.
- Ensure efficient, cost-effective and transparent utilization of resources through knowledge and technology transfer and consistency of approaches.
- Accountable for fiduciary integrity/responsibility for funds and assets taking decision on all operational and financial transactions, disbursement of funds, and administrative arrangements.
Eligibility Criteria
Applicants must have-
- Master’s degree or equivalent in Business or Public Administration, International Relations, Social Science or related field. A first degree and two additional years of experience may be accepted in lieu of a higher degree.
- A minimum of 5 years of relevant experience, of which at least 3 years were in progressively responsible roles in international organizations or the UN.
- Knowledge of UN administrative and operations systems is required.
- Knowledge of UN Financial Rules and Regulations or of other international organizations is required.
- Experience in human resources management required.
- Experience in office management (administration, facilities management, travel etc) required.
- Experience in managing voluntary contributions and donor reporting required.
- Experience in a developing country context is an asset.
- Written and spoken fluency in English is mandatory.
- A working knowledge of another UN language is an asset.
