Asian Development Bank (ADB) is currently seeking applications from the eligible applicants for the post of Principal Transport Specialist in Metro Manila, Philippines.
The Principal Transport Specialist will have overall responsibility for planning, coordination and administration of the Commission in accordance with the Agreement and the decisions of the Commission.
The ADB aims for an Asia and Pacific free from poverty.
Key Jobs Responsibilities
The Principal Transport Specialist will perform the following functions-
- Oversee and develop regional and country specific transport policy and strategies in DMCs in consultation with relevant government agencies and Resident Missions (RMs) in the region.
- Oversee and review transport sector policy, legal and regulatory framework and assess progress towards achieving sustainable economic development and poverty reduction in DMCs.
- Participate in country teams for the DMCs in the region and lead the transport sector country team for a larger DMC.
- Oversee and coordinate provision of transport sector inputs to Country Partnership Strategy (CPS) and Country Operations Business Plans (COBP).
- Ensure proper coordination with development partners and promote mobilization of co financing for transport projects.
- Ensure quality and compliance of lending and non-lending products and operations with respect to relevant ADB policy and strategies.
- Provide substantial guidance, advice and comment on transport issues in the initiation, development, processing and administration of loan, TA projects and capacity building initiatives.
- Oversee and supervise loan and TA projects in the transport sector, with high levels of risk and complexity, and possibly conflicting stakeholder interests.
- Oversee and facilitate effective liaison and coordination with development agencies on investment projects.
- Serve as the focal point for coordination with other divisions/departments concerning the road transport subsector.
- Create and lead multidisciplinary teams and ensure the overall quality of its work.
- Supervise the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.
Eligibility Criteria
Applicants must have-
- Master’s Degree, or equivalent, in transport engineering or other related fields. University degree in transport engineering or other related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.
- Procurement Accreditation Skills Scheme (PASS) accreditation preferred (non-accredited applicants may be considered though will be required to complete accreditation within one year of appointment.
- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 12 years of relevant professional work experience and hands-on experience in project processing, project administration and portfolio management; International experience working in several countries, including countries in Central and West Asia.
- Good knowledge of transport sector operations, as documented by several years of work experience in the railway sector, including experience in road, port or other transport modes, such as urban and multimodal transport.
- Proven experience as mission leader, with experience in processing, and administration a large number of loan and TA projects and policy dialogue in the transport sector.
- Ability to provide leadership for solving difficult implementation problems, supervising complex project review missions and supporting loan processing.
- Experience in the procurement and administration of large works and goods contracts and accreditation in PASS for procurement and consulting services.
- Attitude of striving for results (meeting deadlines, solving problems, delivering Key Result Areas) and helping others to achieve results.
- Familiarity with Project Design and Monitoring Framework and results-based management approach.
- Proven track record in successfully leading teams.
- Commitment to learning and change.
- Excellent oral and written communication skills in English and interpersonal skills.
