United Nations Environment Programme (UNEP) is currently seeking applications from the eligible applicants for the post of Senior Administrative Officer in Paris, France.

Key Jobs Responsibilities
The Senior Administrative Officer will perform the following functions-
- Management and supervision of the Project Management and Administration Unit: Plan, oversee, lead and manage the daily administrative & budgetary support being provided to the Division/Branches by the decentralized Administration team located in Paris, Geneva, Osaka and Nairobi and Copenhagen.
- Supervise/advise/guide or train as first or second reporting officer the administration staff to ensure a harmonious, collaborative, efficient and supportive working environment.
- Assign and reassign tasks and responsibilities according to needs, expertise, personal interest and requirement of the Division.
- General Administration:-Advise the Division Director/Deputy Director and provide policy guidance and substantive inputs on administrative, legal, human resource and financial matters; Plan and oversee, advice, guide and support DTIE at Branch/Initiative/Unit level on management and implementation of the Programme.
- Design and lead administrative structuring of Branches to improve efficiency and support.
- Advice and guide, as custodian of the UN financial rules and regulations, on the application of the relevant FRR, procedures and guidelines for all transactions/agreements.
- HR Administration: – Coordinate, support and follow-up with all relevant Branches/Units, UNON and Office of Operations (OFO) on all aspects of classification, recruitment, selection, staff administration and staffing table.
- Lead maintenance and development of staffing table records, quarterly preparation of HR Action Sheets.
- Division Representation:-. Represent the Division at inter-agency meetings on Administration or security related issues and in meetings with the host Government.
- Represent the Division in task-forces on human resources and administrative matters; Liaise with UNESCO Security Officers/UNDSS on issues related to staff/office security, business continuity plan. 5. Perform any other duty as may be assigned.
Eligibility Criteria
Applicants must have-
- Advanced university degree in public or business administration, management, finance, accounting or related area, or a first university degree in one of those fields with a relevant combination of professional and academic qualifications.
- A minimum of ten years of progressively responsible experience in administration with working knowledge in Human Resources Management, budget and finance, fund management and related field.
- Experience in International Public Sector Accounting Standards (IPSAS) in the management and supervision of the Project Management Administration Unit, an asset, not a requirement.
- English and French are the working languages of the United Nations Secretariat. Fluency in written and oral English is required.
- French language is an asset.
- Working knowledge of other UN official languages is desirable.
