The World Bank Group (WBG) is currently seeking applications from the eligible applicants for the post of Senior Rural Development Specialist in Beijing, China.
The Senior Rural Development Specialist will be expected to participate in a leading and supporting role in the supervision of the active portfolio, preparation of new operations, and handling policy dialogue at both the central and provincial levels.
WBG has set two ambitious goals to push extreme poverty to no more 3 percent by 2030, and to promote shared prosperity and greater equity in the developing world.
Key Jobs Responsibilities
The Senior Rural Development Specialist will perform the following functions-
- Initiate and maintain a high level and quality of engagement and dialogue with key government stakeholders on strategic and policy issues concerning rural development, especially rural poverty reduction, {please specify other technical areas of engagement}.
- Provide technical and strategic leadership to the development and implementation of GFADR’s program in China, with special emphasis on the supervision and preparation of sectoral investment operations.
- Serve as operational support and advisor to colleagues who are themselves TTLs of complex AAA and project operations, providing them with technical and institutional advice and support and contributing as needed to preparation of relevant documentation and reporting.
- Work across practices with staff of other Global Practices and IFC to support policy dialogue and analytical work and ensure coherence and integration of the agriculture portfolio in China.
- Remain current with relevant major pieces of analytical work on rural development, and key operational designs and implementation experiences, including those conducted by the World Bank as well as other development partners.
- Prepare, in coordination with relevant HQ and field-based GP colleagues, relevant rural development inputs to CPS, SCD and other cross-sectoral knowledge products.
- Support the management of the Agriculture GP on various corporate, regional and unit level priorities when requested.
Eligibility Criteria
Applicants must have-
- PhD or Master’s degree in relevant agriculture/rural development field (e.g., agricultural economics, agricultural policy, rural development, economics, sociology, among others) with at least eight years of relevant experience.
- Extensive knowledge and experience of agriculture and rural development issues in China.
- Extensive knowledge of, and experience working with, national institutions involved in agricultural and rural development in China.
- Familiarity with the full range of Bank products, services, operational policies and procedures. Demonstrated knowledge and understanding of the project management concepts, as they relate to the preparation and implementation of sectoral projects in China.
- Specific knowledge and experience working on policy relating to rural poverty reduction, agricultural policy.
- Demonstrated ability to translate analytical work related to rural development into policy advice and actionable, practical recommendations.
- Demonstrated ability to conduct constructive policy dialogue with senior Government officials and technical staff and with other stakeholders.
- Demonstrated ability to produce concise technical and operational reports of a high quality and in a timely fashion.
- Strong leadership and communication skills and ability to work across different practices.
- Strong oral and written communication skills in both Chinese and English.
- Fluency in spoken and written English.
