Organization for Security and Co-operation in Europe (OSCE) is currently seeking applications from the eligible applicants for the post of Environmental Officer in Bishkek, Kyrgyzstan.
The Environmental Officer is responsible for the implementation, monitoring, controlling and evaluation of the environmental governance programme in Kyrgyzstan and for providing an overview on environmental governance developments in the country.
OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects.
Key Jobs Responsibilities
The Environmental Officer performs the following functions-
- Assesses and reports on environmental governance issues, including through the drafting of relevant background reports, food-for-thought papers and input to the Centre’s regular reporting.
- Contributes to developing the strategy and necessary resources for the environmental governance programme through the Programme Budgeting process.
- Contributes to the development, co-ordination and implementation of environmental governance projects.
- Supports the Senior Economic and Environmental Officer in ensuring the implementation of the environmental governance programme in full compliance with the OSCE’s Common Regulatory Management System (CRMS).
- Ensures, that all projects in the environmental governance programme are adequately monitored, controlled and reported on.
- Arranging OSCE events, inter alia, visits to the area by OSCE delegations, as well as other events with OSCE participation.
- Supervises the work of the Programme’s staff under his/her direct supervision.
- Performs as Acting Programme Manager when required.
- Identifies local and international stakeholders relevant for the fulfillment of the programme and maintains regular communication with them.
- As requested by the Senior Economic and Environmental Officer, represents the OSCE and the Centre in Bishkek on advocating for the fulfillment of environmental commitments to external audiences.
- Performs other duties as required.
Eligibility Criteria
Applicants must have-
- Advanced degree in a relevant field.
- Minimum 6 years of relevant professional experience.
- Familiarity with concepts such as the Green Economy and Integrated Water Resource Management.
- Project management experience, including implementation and monitoring, preferably of environmental governance project activities.
- Previous experience supervising staff.
- Professional fluency in English and Russian, both oral and written and the ability to communicate clearly and concisely.
- Strong organizational skills and the ability to compile and analyze relevant information.
- Ability to establish contact and develop confident relations with civil society, as well as the ability to work with government officials and institutions.
- Cultural sensitivity and judgment.
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
- Ability to operate MS Office applications, including, e-mail and to use the internet.
