The Government of the Netherlands’ Grant Programmes has announced the ‘Addressing Root Causes (ARC) Fund to address the root causes of armed conflict, instability and irregular migration.
The ARC Fund is aimed at tackling the root causes of armed conflict, instability and irregular migration and is open to applications from Dutch, international and local NGOs for the following countries: Afghanistan, Pakistan, Jordan, Lebanon, Syria, Ethiopia, Somalia, Sudan, South Sudan, Mali, Burundi and the Democratic Republic of the Congo.
The overarching goal of the ARC Fund is addressing the political and socio-economic root causes of
(1) armed conflict and instability and
(2) irregular (secondary) migration.
In recent years, The Netherlands contributed, through several channels, to tackling the root causes of armed conflict, instability and irregular migration. Through multilateral and bilateral programmes, but also through diplomatic, political and military efforts, The Netherlands work on a regional and national level on peacekeeping, facilitating peace processes, strengthening the rule of law and strengthening the capacity of the (central) government. At the same time, through subsidising NGOs (e.g. Reconstruction Tender, the Strategic Partnerships Protracted Crises and Dialogue & Dissent) efforts are made to tackle the root causes of armed conflict, instability and irregular migration ‘bottom-up’ through i.e. strengthening of civil society, encouraging possibilities for peaceful conflict resolution and improving the social cohesion among citizens and the social contract between citizens and the government.
The Netherlands remain committed to this and therefore present an overarching NGO fund, the Addressing Root Causes Fund (ARC Fund). For this fund the minister of Foreign Trade and Development Cooperation makes available a maximum of €125 million for the period 2016-2021.
