Abt Associates is currently seeking applications from the eligible applicants for the post of Senior Monitoring & Evaluation Specialist in Ghana.
The Senior Monitoring & Evaluation Specialist will be responsible for performance monitoring support; related assessments and research; related capacity strengthening for partner organizations in monitoring and evaluation, data analysis and use.

Key Jobs Responsibilities
The Senior Monitoring & Evaluation Specialist will perform the following functions-
- Oversee all monitoring and evaluation activities, including some evaluations that will employ rigorous methods (random assignment, quasi-experimental, regression-based methods) that will require primary data collection through surveys.
- Implement and continuously update the project’s monitoring and evaluation plan. This includes establishing baseline measures and periodic data collection using a variety of methods to report on results, inputs, outputs and assumptions of the project.
- Develop a plan to verify data quality using participatory data collection methods and other data quality verification techniques.
- Use the already-existing Performance Management Plan to guide activity monitoring and update the PMP as and when necessary.
- Supervise all data collection, entries and analyses. Provide guidance to M&E Specialists and project partners on data collection methodologies, tools, and techniques.
- Conduct analyses and syntheses of key data and indicators.
- Design and ensure quality development and production of all reports conveying data.
- Assist in the production of evaluation reports and any assessments.
- Supervise any sub-awardees or grantees that are collecting M&E data.
- Assist the staff to prepare all kind of reports (quarterly reports, annual reports, annual work plan, etc.).
- Any other duties as assigned.
Eligibility Criteria
Applicants must have-
- A Master’s degree in international development, statistics, economics, research methods, political science, public policy, social science or related field.
- BA with 6 – 8 years of experience OR MA/MBA (3) years of experience OR PhD (Entry Level) OR the equivalent combination of education and experience.
- At least 8 years of demonstrated experience in monitoring and evaluation, data analysis, and assessments, including evaluation methodologies, population based surveys, performance management plan development participatory data collection methods and protocols, and data quality verification techniques for large development projects.
- Knowledge of USAID’s monitoring and evaluation policy and directives system.
- Monitoring and evaluation experience in the field.
- Experience with trade promotion programs and activities preferred.
- Ability to fully and effectively communicate, both orally and in writing, in English and French is required.
- Expert skills with personal computers and the Microsoft Office Suite, especially Excel and Access databases, SPSS.
- Strong oral/written communication skills and the ability to communicate with staff, partners and clients at all levels.
- Familiarity with West African culture and economic issues.
- Willingness to travel within the region.
- Strong planning, organization and problem solving skills.
- Strong presentation and facilitation skills.
- Ability to build effective relationships with all clients, peers and stakeholders.
