The Johns Hopkins University (Jhpiego) is currently seeking applications from the eligible applicants for the post of Compliance Officer in Afghanistan.
The Compliance Officer will also work closely with senior management, finance and administrative and human resources staff to ensure compliance with Jhpiego, the Johns Hopkins University, and donor regulations.

Key Jobs Responsibilities
The Compliance Officer will perform the following functions-
- Establish standards and procedures to ensure the compliance program’s effectiveness and efficiency, maintaining compliance to organizational policies, procedures and internal controls.
- Plan and engage with DCAA auditors in annual and special audit functions and coordinate with field director of finance and home office senior accountant.
- Conduct due diligence to ensure that that USG funds are not diverted from their development purpose outlined in the agreement and are not vulnerable to corruption, extortion or otherwise benefitting malign groups.
- Act as the primary point for communication with legal, finance and business team disciplines for resolution of contract issues and disputes.
- Actively train and mentor staff in the areas of US federal government compliance, ensuring that high standards are consistently met.
- Contribute to the development of financial systems and procedures for sub grants.
- Conduct regular visits to sub grantees for monitoring.
- Ensure that sub grantees properly safeguard funds and comply with USAID and headquarters’ financial and accounting procedures.
- Assist Jhpiego management in identifying and assessing strategic risks.
Eligibility Criteria
Applicants must have-
- A in business administration or accounting; MBA and/or CPA preferred.
- 10+ years’ experience with US Federal Government projects overseas, particularly Afghanistan, with the experience directly related to USAID and/or other Federal prime government contract administration and management.
- Knowledge of Federal Acquisition Regulation (FAR) and USAID Acquisition Regulation (AIDAR).
- Demonstrated experience with DCAA audits and Incurred Cost Submission, including resolution of complex audit issues in a timely manner.
- Experience with US Federal Government assistance instruments and audits, including both Cooperative Agreements and Contracts.
- Strong leadership and business judgment skills and analytical skills.
- Excellent oral and written communications skills.
- Willingness to travel.
- Fluency in written and spoken English.
