World Health Organization (WHO) is currently seeking applications from the eligible applicants for the post of Programme Management Officer in Cairo, Egypt. The duration for the post is of 2 years.
The Programme Management officers participate in the development of the programme budgets, its operationalization, monitoring and evaluation as part of the core region-wide support services ensuring.
The mission of WHO is to direct and coordinate international health within the United Nations’ system.
Key Jobs Responsibilities
The Programme Management Officer will perform the following functions-
- In line with Global Policy guidance, and within the results-based management framework, adapt / revise guidelines, timetables, materials and tools needed to support a) the bottom-up Programme Budget development exercise, b) operational planning process including the detailed HR planning exercise, c) the periodic and ad-hoc budget review exercises, and d) the programmatic reporting exercises at mid and end of biennium.
- Contribute to the preparation of the proposed programme budget allocations and facilitate the preparation of the proposed flexible funds allocations following the organization’s new principles, criteria and timing.
- Prepare the reports required for the monitoring of the technical programmes, the programme budget and implementation using available tools and developing new tools where required.
- Analyze requests received for budget revisions according to the budget management policy in place, propose required revisions accordingly and execute the approved budget revisions in GSM General Ledger.
- Support WHO staff in understanding and applying PME guidelines and tools, develop related training materials and biennial training plan and provide trainings and/or briefings as necessary in the regional office and in the country offices.
- Oversee the routine daily work of the unit, allocating work as required to ensure queries are responded to and day to day operations are well functioning.
- Provide support to the regional and country offices for the biennial organization-wide exercises.
- Provide ad hoc analysis and reports.
- Perform other related duties as required.
Eligibility Criteria
Applicants must have-
- University degree, preferably in Management, Business Administration, Information Technology, Communications, or a related discipline.
- Master’s degree in Management, Business Administration or a related discipline.
- At least 5 years of relevant experience in the areas of programme planning, budgeting and monitoring in a results-based environment and experience in analyzing related data.
- Experience in conducting training and briefings in programme planning, budgeting, monitoring and related tools.
- Experience in providing support to staff in programme planning, budgeting, monitoring and reporting either at a regional or divisional level.
- Working experience in WHO, including a good working knowledge of its financial and administrative rules and procedures.
- Good knowledge of programme management and financial application module in Oracle e-business suite.
- Good interpersonal skills.
- Ability to plan and work proactively as a member of a team.
- Excellent knowledge of English.
- Knowledge of other UN language would be an asset.
