Asian Development Bank (ADB) is currently seeking applications from the eligible applicants for the post of Senior Evaluation Officer in Manila, Philippines.
The Senior Evaluation Officer will be responsible to perform specialized work of broader responsibilities and greater technical depth, encompassing division−wide accountabilities.
The ADB aims for an Asia and Pacific free from poverty.
Key Jobs Responsibilities
The Senior Evaluation Officer will perform the following functions-
- Prepare a divisional budget (including related write-ups) and briefing materials for the Director and, as necessary, the IED front office.
- Contribute to the budget process by coordinating, monitoring and reviewing the division’s budget and work program.
- Identify and recruit consultants both at headquarters and the field and conduct the related contract administration including contract variations.
- Help maintain IED’s evaluation databases (together with front office) and provide data to other departments in ADB as needed.
- Provide necessary secretariat/rapporteur duties as needed (for divisional meetings, workshops, seminars and conferences).
- Provide technical support in preparing higher level/strategic evaluation reports including their approach papers.
- Prepare write-ups and briefing materials for the Director in connection with important meetings, workshops, conferences, and other evaluation activities.
- Coordinate national and international consultants both at headquarters and in the field.
- Carry out economic and financial re-evaluation of projects/programs.
- Provide technical support in the validation of project/program completion reports.
- Contribute in the preparation of Annual Evaluation Review activities including in-depth analyses of the issues reflected in reports and syntheses of lessons learned.
- Arrange and prepare logistics of workshops, seminars, conferences, regional technical assistance (RETAs) and provide secretariat/ rapporteur, as necessary, in workshops, seminars and conferences.
Eligibility Criteria
Applicants must have-
- Bachelor’s degree in Economics, Statistics, Finance, or related fields, preferably with Master’s Degree or equivalent.
- At least 8 years’ experience in research-related and report writing activities, and at least 4 years supervisory experience.
- Good knowledge and understanding of the ADB evaluation process.
- A strong background in data compilation and analysis and familiarity with financial/ economic analysis.
- Comprehensive understanding of ADB’s operations and databases.
- Good computer skills, with sound knowledge of common word processing, spreadsheets and graphic software used in ADB.
