Asian Development Bank (ADB) is currently seeking applications from the eligible applicants for the post of Associate Financial Control Analyst in Islamabad, Pakistan.
The Associate Financial Control Analyst will be responsible to provide support through the performance of a variety of specialized duties relating to the loan disbursement function of the Pakistan Resident Mission.

Key Jobs Responsibilities
The Associate Financial Control Analyst will perform the following functions-
- Processes withdrawal applications (WAs) for Direct Payment, Reimbursement and Impress Fund Liquidation/Replenishment of all ADB loans and grants in Pakistan, ensuring that the Controller’s Department’s Service Level Standards are met.
- Responsible for pre-screening of wAs relating to co-financed loans and wAs relating to Program Loans and Commitment procedure.
- Ensure compliance with all ADB Disbursement policies and procedures relating to processing of WAs.
- Close coordination with Executing Agencies (EAs) to address deficiencies in WAs, rejection of ineligible claims, timely submission of WAs by EAs, communication of processing status of claims, monitoring of impress account turn over ratios.
- Responsible for processing of claims relating to increase in impress account advances and/or impress account ceiling enhancements and other related matters.
- Assist in initial and continued training and guidance of EA staff on ADB disbursement policies and procedures and related government regulations on impress account operations and other disbursement matters.
- Responsible to participate as a resource person in various loan disbursement seminars organized by PRM and the Controller’s Department.
Eligibility Criteria
Applicants must have-
- Bachelor’s degree. Professional qualifications in accounting or finance an advantage.
- At least 5 years relevant work experience, preferably with at least two years in international multilateral and bilateral agencies.
- Proven ability to do background economic research and analysis on difficult but well-defined tasks; collect and organize required data and information, apply appropriate computer skill in analyzing and developing the data and prepare sectoral notes, analytical papers and sections of report.
- Good analytical thinking with ability to make simple causal link, pro- and con- lists and analyses to reach decision and set priorities for task in order of importance.
- Ability to establish and maintain productive contacts with appropriate official of host government, donor agencies and executing agencies.
- Good interpersonal and communication skills and ability to work with individuals from different cultural/national backgrounds.
- Good computer skills with sound knowledge of common word-processing, spreadsheets and graphics software and database management.
- Familiarity with local languages and institutions.
- Good writing and speaking skills in English are essential.
