The United Nations Children’s Fund (UNICEF) is currently seeking applications from eligible applicants for post of Chief of Child Survival & Development, based in La Paz, Bolivia.
Under the general guidance of the Deputy Representative, the Chief of Child Survival and Development is responsible for the overall management and administration of all interventions related to Child and Maternal Health, HIV/AIDS, Nutrition and WASH under the Social Basic Services with Equity programme component of the Bolivia-UNICEF Country Programme for 2013-2017.

Key Job Responsibilities
The Chief of Child Survival & Development will perform the following functions-
- Ensures timely and quality sectoral analysis, input, support and coordination contribute to the Situation Analysis, its periodic update, and all programme documents to formulate effective Child and Maternal Health, HIV, WASH & Nutrition goals, strategy, and project planning and development.
- Prepares and coordinates sectoral input in all phases of the programme cycle including programme design, annual planning, implementation, monitoring and evaluation (Country Programme Document (CPD), Annual Work Plans (AWP), Integrated Monitoring and evaluation Plan (IMEP) etc).
- Leads the development, implementation and monitoring of Integrated Child and Maternal Health, HIV, Nutrition & WASH strategies, methodologies and new approaches based on results-based approach within Human Rights and equity framework by broad participation and collaboration with internal and external partners.
- Provides technical support to Government and non-government organizations at all stages of the programme cooperation, including capacity building of government personnel and beneficiaries, including programmatic and financial issues according to the Harmonized Approach for Cash Transfers (HACT).
- Ensures effective and efficient work plans and performance management through exercise of strong programme management leadership; partnership skills that pool competencies and resources to maximize results for children at national and sub-national levels. Guides adjustment, acceleration and improvement of programme delivery.
- Makes sure that emergency preparedness is maintained, and in emergencies, emergency responses with effective coordination are provided and in line with the Core Commitments for Children (CCCs) in Humanitarian Action, partnerships strengthened within the cluster functions where UNICEF is co-lead for the WASH and Nutrition clusters.
- Leads the development and management of effective partnerships and collaboration with multiple stakeholders for advocacy, technical cooperation, programme coordination, innovations, information sharing and knowledge networking within the context of the United Nations Delivering as One Initiative.
- Undertakes field visits, and surveys in order to monitor and evaluate project implementation. Identifies problems and proposes remedial action. Identifies alternative courses of action, to accelerate/improve programme delivery. Ensures that all required programme reports are timely prepared and shared with concerned partners in compliance with the established guidelines and procedures.
- The capacities of Country Office staff are strengthened through effective capacity building in the development, implementation and management of the Child survival Programme Component. Guides and supervises professional and support staff. Ensures their training needs are met, and provides on-the-job training.
- Coordinates with Operations/Supply staff on supply and non- supply assistance activities. Approves disbursement of funds ensuring proper utilization and accountability, and that activity are within established plans of action, and the programme budget allotments.
Eligibility Criteria
Applicants must have-
- Advanced university degree in Public Health, Nutrition (preferably with specialized training in public health and nutrition planning, health and nutrition education, health care system management, HIV/AIDS prevention, immunization, or epidemiology), Child Development, Social Policy, Social Development, Community Development, or other relevant disciplines.
- Eight years of relevant work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of health, HIV/AIDS and nutrition programmes relevant to child survival, health & nutrition care.
- Relevant work experience in a managerial position.
- Developing country work experience, especially in MICs
- Background/familiarity with Emergency
- Fluency in Spanish and English is required.
