Asian Development Bank (ADB) is currently seeking applications from the eligible applicants for the post of Senior Procurement Officer in Manila, Philippines.
The Senior Procurement Officer will be responsible to coordinate the operations of the Procurement Support Unit (PSU) and provides technical and analytical support to cross cutting procurement initiatives of the Procurement Divisions (OSP1 and OSP2).
The ADB aims for an Asia and Pacific free from poverty.
Key Jobs Responsibilities
The Senior Procurement Officer performs the following functions-
- Assists in preparation of Procurement Committee meeting minutes and reports related to transactions approved by the Procurement Committee.
- Provides assistance to procurement specialists with technical and analytical reviews of draft bidding documents, draft prequalification documents, evaluation reports, and other procurement documents submitted by borrowers.
- Responds to queries from regional departments and resident missions on specific procurement issues.
- Provides technical inputs to the continuing revision and updating of standard procurement documents and corresponding templates based on new policies and user’s feedback.
- Formulates the business requirements and provides technical inputs to enhance and increase the usability of PRS and introduce new functionalities in the system.
- Coordinates the activities of the PRS Team consisting of the Operations Services and Financial Management Department and Office of Information Systems & Technology and administers the contracts of PRS consultants.
- Provides technical inputs to further enhance the features of the electronic procurement approval form.
- Provides guidance and oversees the maintenance of Procurement Section of Opspedia and ADB Business Opportunities.
Eligibility Criteria
Applicants must have-
- Bachelor’s degree in Accounting, Business Administration, Engineering, Law, or related discipline, preferably with Master’s Degree or equivalent.
- Procurement Accreditation Skills Scheme (PASS) accreditation preferred (non-accredited applicants may be considered though will be required to complete accreditation within one year of appointment).
- At least 8 years relevant experience in procurement and/or project management.
- In-depth knowledge of ADB’s project cycle and the management information systems used to monitor and report on projects, grants and Technical Assistance.
- Experience in developing and maintaining management information systems.
- Effective report-writing and communication skills in English.
