2. Although the EC-Nepal Country Strategy Paper for 2007 to 2013 is yet to be finalized, the Press Statement of the Fifth Session of the Joint EC-Nepal Commission dated February 14, 2007 stated that peace-building will be a priority area to be covered under it. In the same session, the Government of Nepal requested for increased assistance in meeting the pressing challenges of reconstruction, rehabilitation and reintegration in the post-conflict era. The proposed action is highly relevant in this context as it works to build peace by providing rehabilitation and reintegration support to the conflict-affected communities.
3. Improving people’s living conditions is the main objective of the draft EC-Nepal Country Strategy Paper for 2007-2013. The shift made towards developing people-centred livelihoods is the main focus of the EC in the post-conflict Nepal. The EC’s Conflict Mitigation Package also emphasized improving the socio-economic conditions of conflict-affected communities. The proposed action has developed a programme of activities with these priorities in mind.
4. The EC’s Assistance of Vulnerable Communities and Groups Most Affected by the Internal Conflict Package (VCP) in Nepal targets vulnerable communities most affected by the conflict. The proposed action assists women, girls and youth from poorest sections, affected directly by the conflict, including victims of trafficking and human rights violation. Furthermore, the VCP programme prioritises sectors such as farm production and processing, small-scale income generation activities, savings and credit development, micro-enterprises and promoting CBO capacities and management. The proposed action has strategies within similar sectors to improve livelihood conditions of conflict-affected communities.
