Executive Summary
The COVID-19 pandemic has had far-reaching consequences beyond public health, significantly disrupting food systems and deepening food insecurity across Sub-Saharan Africa. Measures taken to contain the spread of the virus—such as lockdowns, movement restrictions, border closures, and market shutdowns—interfered with agricultural production, food distribution, and household incomes. For a region already vulnerable due to poverty, climate variability, conflict, and weak infrastructure, the pandemic intensified existing structural challenges. Smallholder farmers, informal workers, women, and urban poor populations were disproportionately affected.
This project proposes a comprehensive, multi-country initiative to assess and respond to the long-term effects of COVID-19 on food security in Sub-Saharan Africa. The project combines research, community-based interventions, policy engagement, and capacity building to strengthen food system resilience. Over a 24-month period, the initiative will generate evidence on pandemic-induced food insecurity, support vulnerable households through sustainable livelihood strategies, and contribute to policy reforms aimed at strengthening food security systems. The project aligns with the Sustainable Development Goals, particularly SDG 2 (Zero Hunger), SDG 1 (No Poverty), and SDG 3 (Good Health and Well-being).
Problem Statement
Sub-Saharan Africa entered the COVID-19 pandemic with pre-existing food security challenges. A large proportion of the population depends on rain-fed agriculture and informal employment, making livelihoods highly sensitive to shocks. The pandemic disrupted all four pillars of food security: availability, access, utilization, and stability.
Food availability declined as restrictions limited access to farms, reduced labor availability, and disrupted the supply of agricultural inputs such as seeds and fertilizers. Smallholder farmers faced difficulties in harvesting and transporting produce, leading to post-harvest losses. Border closures and reduced trade flows further constrained food supply, especially in countries dependent on food imports.
Food access was severely affected due to income losses. Lockdowns led to widespread job losses, particularly in the informal sector, which employs the majority of urban and peri-urban populations. As household incomes declined, many families were unable to afford nutritious food, leading to increased reliance on cheaper, less nutritious alternatives.
Food utilization deteriorated as reduced incomes and limited access to health services compromised dietary quality and nutrition. Disruptions in school feeding programs deprived millions of children of reliable daily meals. At the same time, healthcare system strain reduced access to nutrition-related services for pregnant women, children, and the elderly.
Food system stability was undermined by market volatility, rising food prices, and uncertainty. The combined effects of COVID-19, climate shocks, and ongoing conflicts in some regions exacerbated vulnerability and increased the risk of long-term food insecurity.
Despite these challenges, the pandemic also highlighted opportunities to strengthen local food systems, promote digital solutions, enhance social protection mechanisms, and build resilience against future shocks. This project seeks to address the negative impacts while leveraging these emerging opportunities.
