Executive Summary
Digital transformation is reshaping economies, labor markets, and social systems across the globe. While digital technologies offer unprecedented opportunities for education, employment, entrepreneurship, and civic participation, large segments of youth and women remain excluded from these benefits due to limited digital access and skills. The digital divide—rooted in gender, geography, income, and education—continues to widen inequalities and restrict inclusive development.
The project “Digital Literacy and Future Skills for Youth and Women” aims to bridge this divide by equipping young people and women from marginalized communities with essential digital literacy and future-ready skills. The initiative focuses on practical, demand-driven competencies such as basic digital literacy, digital communication, data handling, financial technology usage, online safety, and emerging skills aligned with the future of work.
Implemented over 36 months, the project will combine classroom-based learning, hands-on practice, mentorship, and real-world application. It will prioritize women and youth who face structural barriers to education and employment, enabling them to participate meaningfully in the digital economy. The project contributes directly to SDG 4 (Quality Education), SDG 5 (Gender Equality), SDG 8 (Decent Work and Economic Growth), and SDG 10 (Reduced Inequalities).
Problem Statement
Digital skills have become foundational for participation in modern economies. However, millions of youth and women lack even basic digital literacy, such as using smartphones, accessing online services, or communicating effectively through digital platforms. This gap is particularly pronounced in rural areas, low-income communities, and among women who face additional social and cultural barriers.
Youth unemployment remains a pressing challenge despite growing demand for digitally skilled workers. Education systems often fail to align curricula with labor market needs, leaving young people ill-prepared for evolving job requirements. At the same time, women’s participation in digital and technology-driven sectors remains disproportionately low due to limited access to training, devices, internet connectivity, and supportive environments.
The rapid adoption of digital public services, online banking, telehealth, and e-commerce has further marginalized those without digital skills. Women, especially those engaged in informal work or unpaid care roles, are often excluded from these services, limiting their economic independence and access to information.
Without targeted interventions, the digital divide risks reinforcing existing inequalities and excluding vulnerable populations from future growth opportunities. There is a critical need for inclusive, gender-responsive digital skills programs that empower youth and women to navigate digital systems confidently and use technology for education, livelihoods, and entrepreneurship.
