Executive Summary
Youth make up a significant percentage of the population in most democracies, yet their participation in political and decision-making processes remains limited. Barriers such as lack of civic knowledge, distrust in institutions, exclusion from leadership structures, and limited platforms to express their voices prevent young people from actively engaging in democratic systems. This project, “Enhancing Youth Participation in Democratic Processes,” seeks to empower young people—particularly those from marginalized groups—to meaningfully participate in governance, policy dialogue, and civic engagement.
The project will run for 24 months and will focus on three core components:
(1) Civic education and leadership development,
(2) Youth-inclusive platforms for dialogue and participation, and
(3) Strengthening institutional mechanisms for youth engagement.
Through training, community dialogues, youth councils, mentorship programs, and digital engagement tools, the project aims to strengthen youth capacity, amplify their voices in democratic spaces, and foster a more inclusive and accountable political environment. By the end of the project, more than 10,000 young people will have increased knowledge of democratic processes, improved leadership skills, and greater participation in elections, policy discussions, and community decision-making structures.
Background and Problem Statement
Young people today have unprecedented access to information, yet their participation in governance and democratic processes remains disproportionately low. In many countries, fewer than 30% of eligible young voters turn out in elections. Additionally, youth representation in parliaments, councils, and political parties remains minimal, despite their demographic importance. Many young people feel that political systems do not represent their needs or concerns, contributing to apathy, frustration, and disengagement.
Several barriers contribute to this problem:
- Lack of Civic Knowledge
- Many youth lack understanding of how government functions, how policies are made, and how they can influence these processes.
- Distrust in Political Institutions
- Limited transparency, corruption, and exclusionary practices create distrust among young people, discouraging participation.
- Limited Opportunities for Leadership
- Political parties and traditional leadership structures often exclude young voices, creating generational gaps and marginalization.
- Socioeconomic Barriers
- Unemployment, poverty, and lack of resources hinder youth participation in civic activities, leadership programs, or political events.
- Digital Divide and Misinformation
- While technology offers opportunities for engagement, many young people face misinformation, online polarization, and limited access to credible civic information.
- These challenges weaken democratic institutions, as youth disengagement leads to lower accountability, poor governance, and lack of innovation in policymaking. Therefore, there is an urgent need to strengthen youth civic engagement, leadership, and participation in order to build inclusive, equitable, and resilient democracies.
