Executive Summary
Women-led and community-based enterprises are critical drivers of inclusive economic growth, poverty reduction, and social cohesion, particularly in low-income and marginalized communities. These enterprises often operate in sectors such as agriculture, handicrafts, food processing, retail, waste management, and local services. Despite their potential, many women entrepreneurs and community-based enterprises struggle to access sustainable markets, fair prices, and reliable buyers. Limited market linkages constrain enterprise growth, reduce income stability, and undermine long-term sustainability.
This proposal seeks funding to implement a comprehensive program aimed at strengthening market linkages for women-led and community-based enterprises. The project will focus on improving market access, strengthening value chain integration, enhancing product quality and competitiveness, and building the business and negotiation capacity of women entrepreneurs. By addressing structural and market-related barriers, the project will enable women and community enterprises to scale their operations, increase incomes, and contribute to inclusive local economic development.
Implemented over a period of 36 months, the project will directly benefit women entrepreneurs, self-help groups, cooperatives, and community-based enterprises, with particular attention to marginalized women, rural producers, and informal sector actors. Through partnerships with private sector buyers, producer networks, and local institutions, the project will foster sustainable and equitable market systems.
Background and Context
Women play a central role in local economies, particularly in agriculture, micro-enterprises, and community-based production systems. Across many regions, women-led enterprises provide essential goods and services while supporting household livelihoods and community well-being. Community-based enterprises, including cooperatives and producer groups, enable collective action, risk sharing, and improved bargaining power for small producers.
However, women entrepreneurs and community enterprises often remain confined to local or informal markets with limited growth potential. Structural barriers such as gender discrimination, limited mobility, unequal access to assets, and restricted access to information and networks limit women’s participation in higher-value markets. Community-based enterprises frequently lack the capacity to meet quality standards, volumes, and consistency required by formal buyers.
Market systems are often characterized by unequal power relations, where small producers—especially women—have limited negotiating power and are dependent on intermediaries who offer low prices. Lack of market information, weak branding, and inadequate infrastructure further constrain access to profitable markets.
