Climate change is increasingly disrupting livelihoods in vulnerable regions, forcing households to migrate in search of income and safety. While migration can be a coping strategy, unsafe, irregular, and distress-driven migration exposes individuals—especially women, youth, and informal workers—to exploitation, debt bondage, and loss of rights. This project proposes a migration-safe livelihoods model that strengthens climate-resilient local livelihoods while ensuring safe, informed, and dignified migration pathways where mobility is unavoidable.
The project integrates climate-resilient livelihood development, skills training, financial inclusion, and migration safety mechanisms to reduce forced migration, enhance income security, and protect the rights of climate-affected populations. By combining adaptation, economic empowerment, and protection approaches, the initiative will support resilient communities and safer mobility.
Background and Rationale
Climate variability, extreme weather events, land degradation, and water scarcity are eroding traditional livelihoods in agriculture, fisheries, and natural resource–dependent sectors. Smallholder farmers, pastoralists, coastal communities, and informal workers are among the most affected. As climate shocks intensify, seasonal and permanent migration has become a survival strategy rather than a choice.
However, migration from climate-affected areas is often unsafe. Migrants lack access to accurate information, legal documentation, skills recognition, and social protection. Women and youth are particularly vulnerable to trafficking, exploitation, and low-paid informal work. At the same time, limited livelihood opportunities at origin push communities into cycles of poverty and distress migration.
A migration-safe livelihoods approach recognizes mobility as part of adaptation while prioritizing local resilience, decent work, and protection. It aligns with climate adaptation, labor rights, and sustainable development goals.
