Executive Summary
Strong local governance systems are fundamental to inclusive development, democratic accountability, and sustainable community growth. Local governments serve as the closest administrative units to citizens and play a critical role in delivering essential services such as water, sanitation, education, health, and social welfare. However, in many regions, local governance structures face challenges including limited institutional capacity, weak transparency mechanisms, inadequate citizen engagement, and low public trust.
This project aims to strengthen local governance systems and promote active civic participation to enhance transparency, accountability, and responsive service delivery. Through capacity building, institutional reform support, community mobilization, and digital engagement tools, the initiative seeks to create participatory governance models where citizens actively contribute to decision-making processes.
Over a period of 30 months, the project will directly engage 50 local government institutions and reach approximately 25,000 community members. The initiative aligns with Sustainable Development Goals (SDG 16: Peace, Justice and Strong Institutions; SDG 11: Sustainable Cities and Communities; and SDG 17: Partnerships for the Goals).
Background and Rationale
Local governance plays a pivotal role in decentralized development. Effective local institutions ensure that public resources are managed efficiently and services reach communities equitably. However, several challenges hinder effective governance at the local level:
- Limited technical and administrative capacity
- Insufficient budget planning and financial management systems
- Weak transparency and accountability frameworks
- Low civic awareness and participation
- Marginalization of women, youth, and vulnerable groups
- Limited use of digital governance tools
Citizens often lack knowledge of their rights and responsibilities, leading to minimal participation in public planning and monitoring processes. Weak engagement reduces accountability and may contribute to inefficiencies or corruption.
Strengthening governance requires a dual approach: improving institutional capacity and empowering citizens to actively participate in decision-making. When communities engage in planning, budgeting, and monitoring, governance becomes more transparent, inclusive, and responsive.
