Executive Summary
Women-led micro, small, and medium enterprises (MSMEs) are powerful drivers of inclusive economic growth, job creation, and poverty reduction. Yet women entrepreneurs continue to face systemic barriers including limited access to finance, markets, skills, technology, and supportive policy environments. These constraints are further exacerbated for women from rural, peri-urban, and marginalized communities.
This proposal aims to promote inclusive growth by strengthening women-led entrepreneurship and MSME development through an integrated approach that combines capacity building, access to finance, market linkages, digitalization, and enabling policy support. The project will empower women entrepreneurs to start, formalize, scale, and sustain MSMEs, while creating decent employment opportunities and strengthening local economies.
Over a three-year period, the project will directly support women entrepreneurs and women-led MSMEs through tailored business development services, financial inclusion mechanisms, and partnerships with public and private stakeholders. By addressing structural gender gaps in entrepreneurship, the project will contribute to inclusive, resilient, and sustainable economic growth.
Background and Rationale
Women represent a significant share of informal and micro-entrepreneurs globally, yet their enterprises tend to remain smaller, less profitable, and more vulnerable compared to those led by men. Gender-based constraints—such as unequal access to assets, credit, networks, mobility, and decision-making power—limit women’s entrepreneurial potential.
MSMEs account for the majority of employment in developing economies, but many women-led MSMEs operate informally, with limited access to growth-oriented services. Economic shocks, climate risks, and digital transformation have further widened gender gaps in enterprise development. At the same time, growing demand for local value chains, digital services, green products, and care economies presents new opportunities for women entrepreneurs.
There is a critical need for targeted, gender-responsive interventions that support women-led MSMEs across the enterprise lifecycle, from startup to scale-up, while strengthening enabling ecosystems that promote women’s economic empowerment and inclusive growth.
