The objective of the programme of Local Authority Support Program is strengthening of local authorities in Yemen as a pre-condition for a more equitable, open and democratic society. Delegation of the European Union to the Republic of Yemen is the Contracting Authority of this program. This program enables strengthening capacity to deliver services to the citizens especially the most disadvantaged groups of people.
Stable partnerships between NSA and LA are encouraged, provided that the partnership demonstrates in the application its added value for the implementation of the action. It is an “actor-oriented” programme aimed at strengthening the capacity of local authorities to actively engage and promote more inclusive and empowered society through support to their “own initiatives”. This Call for Proposals highlights solely on Local Authorities.
Under this call for proposals three areas will be given the priority for funding which are as follows:
- Improved service delivery at community level, based on identified local needs and with a particular view to access to services for the most vulnerable groups in the local communities;
- Improved participation and transparency in local governance and identification/planning / budgeting/ monitoring of local development plans; in particular the strengthened participation of most vulnerable groups within the community and/or strengthened multi-actor coordination and networking mechanisms at local level should be encouraged
- Building capacity of Local Authorities in terms of strategic development planning and implementation of such plans, services provision, sound financial management and community participation to better respond to the needs of local communities
