The European Union (EU) has a long-lasting relationship of cooperation with non-governmental and other civil society organizations in the field of development. It is part of the EU’s obligation to fight poverty and promote the rule of law and adherence to fundamental freedoms set out of the European Community Treaty.
The 2007-2013 Thematic Programme “Non-State Actors and Local Authorities in Development” (hereafter NSA/LA Programme) is an “actor oriented” programme, which co-finances initiatives proposed and carried out by Civil Society Organizations (CSO) and Local Authorities (LA) from the European Union and its partner countries in the area of development.
The global objective of this Call for Proposals is to co-finance actions proposed by non-State actors (NSA) to promote and strengthen a broad-based and inclusive civil society in Libya, which is capable and willing to engage with communities and Government authorities at all levels on policy, economic and social issues, with a view to promoting dialogue and the accountability and transparency of state entities.
The specific objectives of this Call for Proposals are:
•Strengthening the capacity of civil society to play an active and effective role in monitoring and influencing governance, developmental processes and public sector service provision, including holding public institutions to account and supporting transparency
•Supporting the strengthening and dissemination of notions of inclusiveness and tolerance within society, in order for all members of society to have a channel through which to express concerns and promote change through participative processes
• Reinforcing the voice and advocacy capacity of NSA working with or for women, including in particular women in political processes, to take on a leading role in the public sphere, including in peace building and reconciliation processes
The priority issues are:
- · Upgrading the capacity of Libyan civil society and supporting their activities
- · Giving specific attention to marginalized groups (youth, women, minorities, disabled…)
- · Developing good governance of state entities and civil society organizations
A balance between actions targeting rural and urban communities will be sought. Special attention will be paid to actions targeting deprived and remote areas. All proposals must be based on a sound needs assessment and stakeholders’ analysis. The logical framework should be carefully designed with realistic, measurable and time bound indicators.
