The programme aims to support poverty reduction by facilitating the involvement of NSAs and LAs in both policy formulation and in assisting them to deliver basic services to the poorest sections of the population in developing countries.
This is basically an “actor-oriented” programme aimed at capacity building through support to “own” initiatives from non-state actors (NSAs) and local authorities originating from the EU and partner countries.
The 2010-2013 strategy paper identifies 3 specific objectives which contribute to this overarching objective:
- Promoting the principles of inclusivity and independence in partner countries so as to facilitate non-state actor and local authority participation in poverty reduction and sustainable development strategies;
- Raising public awareness of development issues and promoting education for development in the EU and acceding countries, anchoring development policy in European societies, and mobilising greater public support for action against poverty and fairer relations between developed and developing countries;
- Support for activities to strengthen coordination and communication activities of NSA and local authority networks in the EU and acceding countries
The global objective of this Call for Proposals is to promote an inclusive and empowered society in partner countries to facilitate non-state actors and local authority’s participation in poverty reduction and sustainable development strategies. The specific objective of this Call for Proposals is to help alleviate the impact of the current fiscal crisis and other external shocks on the most vulnerable groups in Swaziland.
Proposals must also integrate cross cutting issues of civic education; gender; the environment and climate change; as well HIV/AIDS. All projects will need to show, whenever relevant, how these issues are taken into account in the design, implementation and monitoring of their activities.
Where relevant and feasible, proposals involving the private sector (as associates) are encouraged.
The overall indicative amount made available under this Call for Proposals is EUR 2,500,000.00. The Contracting Authority reserves the right not to award all available funds.
Size of grants:
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
Minimum amount: EUR 750,000.00
Maximum amount: EUR 825,000.00
