Fraser Basin Council has launched funding opportunity for Remote Community Implementation (RCI) Program 2013 to face the challenge of generating their own energy, the majority of which comes from diesel generators. Diesel power generation, however, is a significant contributor to poor air quality and climate change. The Remote Communities Implementation (RCI) Program assists BC’s remote communities in reducing their dependence on diesel generation by funding capital costs of implementation or construction of clean energy systems, such as hydro, wind and solar energy.
The RCI program is designed to complement other funding programs that are available to assist communities in clean energy planning and research. (Note: feasibility or research studies are ineligible for RCI funding.) The program coordinates a community-to-community mentorship program, including mentorships on solar energy. The Fraser Basin Council has administered the program since it was introduced in 2009 as an independent initiative under the Community Action on Energy and Emissions (CAEE) program. FBC receives guidance from an external advisory committee, including representatives from First Nations organizations, provincial and federal departments, and utilities.
Eligibility-
- Remote communities in British Columbia are eligible to apply for funding through the Remote Communities Implementation initiative.
- A “remote community” is defined as either a civic or First Nation government with existing permanent residences that are within a BC Hydro Non-Integrated Area or not connected to the major natural gas or electric grid. Communities served by local generating stations and distribution networks in BC Hydro’s Non-Integrated Areas are also included as eligible remote communities under this program.
- There are approximately 59 such remote communities identified in British Columbia, and roughly half are First Nations communities.
How to apply?
Project proponents are required to submit a detailed Application Form to the Fraser Basin Council (FBC) for consideration by the RCI Program Advisory Committee. Project proponents are also strongly encouraged to submit a Letter of Intent to the Fraser Basin Council in advance of their application so that the RCI Program Advisory Committee may provide staff support and recommendations (if requested) that may strengthen the project application.
Steps to be followed-
- Step 1: Letter of Intent– Please download and complete the Letter of Intent template request a copy from Vanadis Oviedo. Please submit the completed Letter of Intent to Vanadis by email.
- Step 2: Application Form-Please download and complete the RCI Application Form. Alternatively, applicant can request a copy from Vanadis Oviedo.
- Option 1(Email submission)– If applicant choose to submit by email, applicant will be asked to complete the application form, save it as a PDF, and send it by email together with all applicable appendices, to Vanadis Oviedo.(Note– You will print and sign the first page of the application, scan and email as a PDF.)
- Option 2(Mail submission) If applicant choose to submit by mail, applicant will complete the application form and mail it, with appendices, to Vanadis Oviedo.
