The European Union (EU) and the Arab Republic of Egypt jointly invite proposals for the program ‘Support to Cultural Diversity and Creativity in Egypt. Major objective the call is to provide better grounds for the development of the cultural sector in Egypt and the promotion of cultural diversity in Egypt.
Initial planned duration of any action must be 12-24 months and must take place in Egypt. Grant request can be made for EUR100,000 to EUR300,000 which can be 50-80% of total eligible cost of the action.
Call is divided into two lots, corresponding to the Program specific objectives –
Lot 1 – Encourage access to a wider range of cultural goods, services and cultural activities to promote human and social development through culture. Priority is given to concrete and sustainable pilot projects that have an impact on rural or remote areas, or on informal and unprivileged urban areas in Egypt.
Types of Actions –
- Support access to culture and the participation of Egyptian disadvantaged communities in cultural activities.
- Protect and promote the diversity of the cultural expressions in Egypt at local, national and international levels, especially on the new ways of creativity and contemporary arts.
- Reinforce artistic and cultural education in Egypt for young audiences (children under 12 years).
Lot 2: Strengthen the capacities of already-existing/new cultural operators for the development of a more sustainable, dynamic cultural sector contributing to economic growth. Priority is given to projects that demonstrate a direct link to sustainable income generation and employment opportunities beyond the life of the EU financing; improve curricula of existing education organizations (initial training, vocational training and lifelong training) on these topics; implement concrete and sustainable pilot project(s) in Egypt, with a focus on unprivileged or sensitive areas; contribute to the creation or consolidation of cultural hubs with links nationally or regionally; or improve access to new markets, including Europe.
Types of Actions –
- Develop the professionalization of Egyptian cultural actors (individuals and organisations).
- Contribute to increase access to markets (local, regional and international levels) by Egyptian cultural operators and raise the interest for investment.
- Actions may be implemented under the following different levels or several levels may be combined –
- Strengthening Communities’ Involvement
- Capacity Building of Local Public Bodies and Non-state Actors
- Supporting Specific Pilot Initiatives
- Proving Sub-granting to a Selection of Promising Initiatives
Eligibility Criteria –
- Applicant must be legal person in specific type of organization -non-governmental organizations, public sector operators, local authorities and other Non-State actors, international (inter-governmental) organizations as defined by Article 43 of the Implementing Rules to the EC Financial Regulation , or private companies.
- Applicants must be effectively established in an eligible country as defined for the European Neighborhood Instrument.
- Applicant must be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Proposed project must contribute to social inclusion, social cohesion and economic growth in Egypt.
