Bureau of International Security and Nonproliferation, Office of Export Control Cooperation (ISN/ECC) offers funding opportunity which provides basic nonproliferation and strategic trade control awareness training to policy-making officials from the Government of Cambodia (GOC) and the Macau Special Administrative Region (MSAR) . ISN/ECC has approximately $170,000.00 available to fund this project.
Objectives of this RFA are as follows-
- Fully understand accepted international standards and best practices with regard to strategic trade management laws and implementing regulations;
- Educate other members of the government on nonproliferation norms, proliferation trends and the importance of nonproliferation and the role of strategic trade management;
- Understand how effective strategic trade management legislation will bring positive national and business benefits;
- Understand the next steps that should be taken to adopt comprehensive strategic trade management laws; and
- Have educated discussions with other officials regarding the gaps in Macau’s mix of strategic trade control laws (Macau Only).
Project Requirements-
- Training materials shall be submitted to ISN/ECC for review at least 15 days prior to in-country activities. The Recipient shall handle all logistical arrangements for executing this project, including (but not limited to) securing training venues, providing appropriately-translated course materials to each seminar participant, interpretation services, and any other
- incidental logistical considerations.
- In executing this project, the Recipient shall emphasize a robust level of controls over the import, export, transshipment, and transit of strategically controlled commodities. Though the U.S. model specifically need not be utilized, the model(s) presented must at least meet minimum U.S. standards.
- As a condition of receipt of this assistance award, all materials produced pursuant to the award, including training materials, materials for recipients or materials to communicate or promote with foreign audiences a program, event, project, or some other activity under this agreement, including but not limited to invitations to events, press materials, event
- backdrops, podium signs, etc.
Eligibility-
- Eligibility is limited to U.S. non-profit organizations holding 501(c)(3) status with the Internal Revenue Service, U.S. non-profit educational institutions, and PIOs.
- Applicants are not required to propose funding from other donors. However, applications that include additional in-kind and/or cash contributions from third party sources will be more competitive, since cost-sharing reflects increased commitment to the overall project and demonstrates greater cost effectiveness.
- Applicants should be knowledgeable of existing programs in the proposed countries/regions, including those funded by the U.S. Government, in order to avoid unnecessary duplication of efforts.

Award Amount-
ISN/ECC will not provide more than $170,000 to fund this project. However, applicants are invited to secure funding from third party sources in support of a more robust effort.
