All eligible organizations are invite to submit applications for Services for Operational and Capacity Building Programs under The Bureau of International Narcotics and Law Enforcement Affairs (INL). The goal of this program is to is to minimize the impact of international crime and illegal drugs on the United States, its citizens, and partner nations by providing effective foreign assistance and fostering global cooperation.

Eligibility & Criteria-
- Eligible applicants include any registered U.S., Colombian, or international non-profit organizations; non-governmental organizations; private institutions; institutions of higher education (non-profit or for-profit); semi-autonomous, independent public entities; commercial entities; small businesses; and state or local government entities.
- Colombian non-profit organization applicants must be a registered non-profit organization or educational institution based in Colombia
- Must have demonstrated experience implementing similar programs, preferably in Colombia
- Must have demonstrated experience implementing projects of similar dollar amount as the one being announced
- Have existing, or the capacity to develop, active partnerships with the necessary partner organization(s), such as travel agencies, in order to successfully fulfill the proposed program
- Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant
