The European Union Delegation to Afghanistan is currently seeking proposals from non-governmental organisations for its grant programme Expansion and improvement of services to people living with disabilities and mental disorders.
The global objective of this Call for Proposals is: to support the Government of Afghanistan towards the improvement of delivery of public health services. The specific objective (s) of this Call for Proposals is: expansion and improvement of services to people living with mental disorders (Lot 1) and to people living with disabilities (Lot 2).
The overall indicative amount made available under this Call for Proposals is EUR 8 000 000.
Theme/Sectors
- Lot 1: training of psychosocial counsellors
- Lot 2: training of physiotherapists
Indicative allocation of funds by lot:
- Lot 1: EUR 3 000 000
- Lot 2: EUR 5 000 000.
Grant Size
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
Lot 1:
- Minimum amount: EUR 2 500 000.
- Maximum amount: EUR 3 000 000.
Lot 2:
- Minimum amount: EUR 2 500 000.
- Maximum amount: EUR 5 000 000.
Duration
The initial planned duration of an action may not be lower than 36 months nor exceed 42 months.
Location
Actions must take place in Afghanistan.
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be a legal person and
- be non-profit-making and
- be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation as defined by Article 43 of the Rules of application of the EU Financial Regulation
- be established (national of) in a Member State of the European Union or an eligible nation as
- per articles 8 and 9 of Regulation (EU) No 236/2014 (Common Implementing Regulation). This obligation does not apply to international organisations and be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- be already operational in Afghanistan.
- The applicant may act individually or with co-applicant(s) who must satisfy the eligibility criteria as applicable to the applicant himself.
- The applicant and its co-applicant(s) may act with affiliated entity(ies) having a structural link with the applicants. Eligible activities may thus include-
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies).
- Entities under the same direct or indirect control as the beneficiary (sister companies).
- Entities legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to Apply?
- The application process consists of two phases-
- Phase 1, concept note
- Phase 2, full proposal
- Only Concept Notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a Full Application Form.
- Prior registration in EuropeAid’s on-line database, PADOR, is obligatory for applicants, co-applicants and affiliated entities.
- Applicants must be registered before submitting the concept note, while co-applicants and affiliated entities must be registered prior to submission of the full application, if applicable.
