Counterpart International Armenia invites Proposals for Policy Watchdog and Reform (PWR) Grants and Reform Grants from civil society groups (registered and operating Armenian civil society organizations including NGOs, foundations and unions of legal entities). Counterpart International Armenia is the Armenian branch of a global development organization that empowers people and communities to implement innovative and enduring solutions to social, economic, and environmental challenges. PWRG is implemented in framework of a four-year Civil Society and Local Government Support Program (CSLGSP) – a United States Agency for International Development (USAID) funded project, which aims to increase the level of informed and organized civic activism at the local and national levels, along with more participatory, decentralized, efficient and accountable local governance that leads to a more democratic society.
Within the framework of these grants civil society organizations, are expected to monitor–
- The implementation of existing or newly in acted public policies/regulations/laws (areas of focus may include but are not limited to civil and human rights, good governance, civil society advancement, anticorruption, etc ),
- Performance of public service providers (government agencies and institutions) and quality of public services through citizen participation,
- Policy-making and legislative processes (via regular monitoring of government institutions and National Assembly agendas).
- All monitoring activities are to be carried out on carefully developed sound monitoring methodology. Also, civil society organizations are expected to actively publicize their monitoring findings creating appropriate public debate and making the topic of their monitoring activities part of public discourse.
