Proposals are accepted to Support to the Civil Service Commission under the President of the Republic of Azerbaijan in implementation of the Institution Reform Plan within the Comprehensive Institutional Building Programme. The mission of this program is to strengthen the capacities of the Civil Service Commission under the President of the Republic of Azerbaijan with regard to management and coordination of civil servants training and professional development function across state bodies and leading the development and implementation of training strategy and training policies.
The overall indicative amount made available under this Call for Proposals is € 2,000,000. The initial planned duration of an action may not be lower than 24 months nor exceed 30 months.
Eligibility & Criteria-
- be legal persons
- be non-profit-making
- be specific types of organisations such as: non-governmental organisations, non-state actors, public sector operators, local authorities, international (inter-governmental) organisations as defined by Article 43 of the Implementing Rules to the EC Financial Regulation. However, in case of a multibeneficiary grant, an International Organisation cannot be the applicant
- be established in a Member State of the European Union, accession or official candidate country and European Economic Area (UE + Iceland + Norway + Liechtenstein) or the Republic of Azerbaijan. This obligation does not apply to international organisations
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- be able to demonstrate capacity to manage large scale activity corresponding to the size of the project or programme for which a grant is requested and to ensure the necessary co-financing
- have a back-stopping office with in-house expertise in advising the Civil Service reform field as well as have a worldwide experience and networks to be used for the organisation of conferences and round table events
- have reference projects in the area of Civil Service reform in the CIS region or EU candidate or associated countries
