The Delegation of the European Union to Bangladesh is seeking proposals for projects aimed to enhance the contribution of Civil Society Organisations (CSOs) in governance and development, with the financial assistance of the EU Thematic Programme “Civil Society Organisations and Local Authorities”. The overall indicative amount made available under this Call for Proposals is EUR 7,125,000.

Priority Area: “Focus on country level: enhancing CSOs’ and LAs’ contributions to governance and development processes”
Programme Objectives
- The global objective of this Call for Proposals is to support CSOs’ and LAs’ contributions to reinforce governance, to promote accountability and inclusive policy-making, and to ensure that people are able to benefit from qualitative social services and from decent job creation.
- The specific objective of this Call for Proposals is to enhance the contribution of Bangladeshi CSOs in one of the following priority areas:
- CSO as actors of governance and accountability: enhancing the rights of the most vulnerable groups.
- CSOs as partners in promoting social development: this priority area will support those upholding the rights of the most excluded and discriminated groups of the Bangladeshi society, and the children and youth amongst them.
- CSOs as key stakeholders in promoting inclusive and sustainable growth: this priority area will support CSO contribution to raising the capacity with a view to prevent unlawful, hazardous and unsustainable policies and practices affecting workers, consumers, communities and other relevant stakeholders groups.
Size of grants
Grant requested must fall between EUR 300,000 to EUR 1,500,000.
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 48 months.
Location
Actions must take place in Bangladesh. The European Commission encourages applicants to submit proposals which involve CSOs from remote areas and ensure appropriate coverage of the country.
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be a legal person and
- be non-profit-making and
- be civil society organisations15 or an association of CSOs and
- be established in16 Bangladesh or in the EU Member States and contracting parties to the Agreement on the European Economic Area and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- The applicant may act individually or in partnership with co-applicant(s). For the applicant not established in Bangladesh, the involvement in the action of at least one co-applicant established in Bangladesh is obligatory and he must satisfy the eligibility criteria as applicable to the applicant himself.
- Only the following entities may be considered as affiliated entities to the applicant and/or to co-applicant(s):
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies). Likewise, they may be entities controlling an entity controlling the beneficiary;
- Entities under the same direct or indirect control as the beneficiary (sister companies).
- the beneficiary must be legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to apply?
- Applicants are required to make a prior registration in PADOR , for Phase 1: Concept note. PADOR is an on-line database in which organisations register and update their data regularly, through the EuropeAid.
- The Concept Note together with its relating Checklist and Declaration by the applicant must be submitted in one original and 2 copies in A4 size, each bound.
- An electronic version of the Concept Note must also be submitted.
- A CD-Rom with the Concept Note in electronic format will be included, along with the paper version, in a sealed envelope which must bear the reference number and the title of the call for proposals, together with the full name and address of the applicant.
- The electronic file must contain exactly the same application as the paper version enclosed.
