The global objective of the overall Access-to-Land-programme is to strengthen access to land and property rights for all citizens of Bangladesh, especially the poorest part of the community. The specific purpose is the modernisation of the land records management system in a systematic and sustainable manner, making it conclusive, accessible and beneficial for all sections of the community, especially the poor.At the national level, the project aims to develop a National Land Policy and sub-policies covering among others Khas, Char and Government lands.
Despite efforts during the last decades to modernise administration and even efforts to digitalise land records, much remains to be done and in principle most land records are still kept manually. Customers have to go through lengthy processes to obtain access to land information and corruption is reported to be endemic in the related services. The existence of duplicate and fraudulent titles compounds the problem, leading to a large volume of litigation and violence related to land disputes, all of which clogs up the judiciary system.
