“The United States Agency for International Development (USAID), Bangladesh is issuing this Request for Application (RFA) for a five-year Cooperative Agreement titled Strengthening Electoral Governance (SEG) to help consolidate and enhance electoral democracy in Bangladesh. The purpose of this program is to foster political competition and legitimacy in Bangladesh by enhancing the autonomy and integrity of the country’s electoral governance. The SEG program focuses on building sustainable institutional capacity of the Bangladesh Election Commission (BEC) especially in the areas of staffing, training and oversight. Civil society organizations are also recognized in this program as key players in electoral governance given their role as advocates for reform and monitors of the electoral process. The SEG program also intends to provide targeted legal, technical and operational advice to promote and protect the integrity of electoral governance in Bangladesh.
The SEG program will contribute to USAID/Bangladesh’s development goals in the area of “Political Competition and Consensus Building” under the Governing Justly and Democratically Program Objective of the U.S. Foreign Assistance Framework. The SEG program is partially funded by the British Department of International Development (DFID) as part of a larger jointly-funded initiative to promote democratic governance in Bangladesh and in recognition of the principles of the Paris Declaration on Aid Effectiveness.
Applicants are invited to present implementation strategies that include innovative and feasible technical approaches that directly respond to this program description. In doing so, applicants are strongly encouraged to propose only activities that can convincingly help beneficiary institutions and organizations acquire and utilize sustainable capacity.”
