European Commission has issued a restricted call for proposals for Non-State Actors and Local Authorities in Development (NSA&LA) Actions in Belarus.
The overall objective of the NSA&LA program is to support operations aiming at promoting an inclusive and empowered society in partner countries in order to (a) benefit populations out of reach of mainstream services and resources and excluded from policy making processes; (b)strengthen the capacity of civil society organisations and local authorities, with a view to facilitating their participation in defining and implementing poverty reduction and sustainable development strategies; and (c)facilitate interaction between state and non-state actors in different contexts and support an increased role for local authorities in decentralisation processes.
Global Objective
The global objective of this Call for Proposals is to strengthen an inclusive and empowered society in Belarus by supporting non-state actors and local authorities and promoting participation of citizens in decision and policy making and contributing to the democratisation process.
The specific objectives and priorities of this Call for Proposals are:
– To strengthen the capacity of non-state actors and local authorities to participate in defining and implementing sustainable development strategies, including their political, economic, social and environmental aspects;
– To strengthen the capacity of non-state actors and local authorities to promote the Belarusian national and cultural identity and citizen’s participation in the cultural policy dialogue;
– To promote changes in government policy and practice towards non-state actors and local authorities in favour of their effective involvement in policy- and decision-making processes;
– To strengthen the capacity of citizens to engage in discussion and launch actions at local level, to defend their rights and participate in decision-making;
– To foster quality partnerships and promote networking and alliances between actors from the EU and Belarus.
Location
Actions must take place in the Republic of Belarus. All actions should be based on an initiative of local partners and should ensure their involvement during all the stages of the action implementation.
The applicants are encouraged to propose actions which promote working with non-state actors and local authorities from smaller towns and locations and/or remote areas and envisage a wider coverage of the Belarusian territory.
The deadline for the submission of Concept Note is 1 September 2011.
