The Foundation of Netherlands Volunteers, SNV invites qualified Service Providers (consultants) to submit proposals for the evaluation of the Sustainable Sanitation and Hygiene for All Programme in Cambodia.
Through this program SNV follows SSH4A (Sustainable Sanitation and Hygiene for All) approach with the aim to support local governments to accelerate progress towards district-wide sanitation coverage with a focus on institutional sustainability and learning. The main objective of the SSH4A project in Cambodia is to improve health and quality of life for people living in all 15 communities and 88 rural villages in Cambodia, through enhanced access to improved sanitation and hygiene practices.
Focus Region: Cambodia- Banteay Meas district
Focus Areas: WASH (Water, Sanitation, and Hygiene)
Grant Award: Up to EUR 150,000.
Timeline
- Deadline of submission of a technical & financial proposal: 25 January 2015
- Finalization of the inception report: 30 April 2015
- Quantitative and qualitative data collection: May-July 2015
- Draft report: 15 August 2015
- The final report: 30 September 2015
Eligibility Criteria
- Qualified Service Providers/consultants are eligible to send their proposals for the program.
- Applicants must have the past experience on-
- At least 7-10 years of professional experience in the field of international development
- Evaluation expertise (both quantitative and qualitative research methods)
- Expertise in Health impact/ assessment studies
- Expertise in WASH, particularly in rural sanitation and hygiene
- Some experience with WASH sector in Cambodia preferred
- Experience with capacity development especially of local governments preferred
- Expertise with various tools of capacity needs assessment and monitoring of capacity
- The project proposals must not go beyond EUR 150,000.
Application Procedure
- Proposals should be submitted to SNV Hague Office via email.
- The Proposals must include:
- Expression of understanding of the evaluation purpose
- An approach and broad outline of methods to be employed
- Daily consultancy fee and overall budget
- Evaluator’s competencies and proof thereof (include 2 evaluation/research reports related to the evaluation subject, evaluator’s CV, company profile)
- Include a declaration of no conflict of interests by persons and organizations involved in the evaluation.
