The Ministry of Foreign Affairs of Finland is inviting proposals for The Energy and Environment Partnership Programme with the Mekong Region (EEP Mekong) on its second phase. The Programme is seeking high-quality applications for projects improving livelihoods and climate resilience in rural communities and semi-urban areas in the EEP Mekong countries through improved access and use of reliable, sustainable and affordable energy.
Key Dates
- Deadline for Concept Note submission-30 September 2015, at 16:00hrs (Vientiane time) – via online application.
- Invitation for submission of full project proposal (only for selected Concept Notes)-October 2015
- Selected projects start implementation- January 2016
Grants Available
The maximum grant allocation for a selected CfP project can be up to €1,000,000 depending on the level of verifiable project co-financing brought in by the project.
Eligibility Criteria
- To be eligible, projects should be implemented in one or more of the following partner countries: Cambodia, Lao PDR, Myanmar, Thailand and Vietnam.
- Eligible lead applicants are business companies, clean energy related associations and non-profit organisations.
- Concept note applications will be screened in terms of key criteria including of the following types:
- project or business idea
- capability of the applicant
- development impacts and climate change mitigations
- Scale-up/replication potential and/or potential to mobilize future investment,
- financial leverage (co-financing share).
Application process
- Applications have to be submitted online at the EEP Mekong portal using the electronic application format.
- Applicants must provide its business registration reference in its country of origin.
- Once completed the Concept Note form on line, print a copy, and send it signed as following attachment.
- Partnerships commitment letter (Memorandum Of Understanding)
- Business/Trade Registration of private company in country of origin
- Auditor’s Reports from past three years
- Certificate of taxes and other legal financial obligations paid
- Description of prior projects experience relevant to the proposal (use the project reference form).
- Signed and scanned copy of the Concept Note.
