The delegation of the European Union to the Kingdom of Cambodia is currently accepting proposals from eligible organisations for its thematic programme to support Sub-National Democratic Development (SNDD) and support to civil society in Cambodia. The specific objective of the programme is “to support SNAs (Sub-National Administrations) to promote the welfare (voice, rights, livelihood), of citizens, improve equality between citizens and communities, especially women and vulnerable groups, and ensure fairness in access to services.
The overall indicative amount made available under this Call for Proposals is EUR 1 800 000.
Priority Areas
- Build capacity of organisations that are active and relevant at local level such as grassroots organisations, Community-Based Organisations (CBOs), etc.
- Provide financial support to third parties (“sub-grants”).The coordinator will identify, manage, fund and monitor the sub-grants in accordance with the conditions and restrictions set out in these guidelines.
Size of grants
Any grant requested under this Call for Proposals must fall in between EUR 1,700,000 and EUR 1,800,000.
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Location
Actions must take place in Cambodia.
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be a legal person and
- be non-profit-making and
- be a specific type of organisation such as: non-governmental organisation or international (inter-governmental) organisation as defined by Article 43 of the Implementing Rules to the EC Financial Regulation and
- be established in a Member State of the European Union or Cambodia or of a member state of the European Economic Area (EEA) or of an accession or official candidate country as recognised by the EU or of a developing country as specified by the Development Assistance Committee of the Organisation for Economic Cooperation and Development (OECD/DAC), or of any country other than those referred to previously, where reciprocal access to their external assistance has been established. This obligation does not apply to international organisations. And
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- The applicant may act individually or with co-applicant(s) who must satisfy the eligibility criteria as applicable to the applicant himself.
- The applicant and its co-applicant(s) may act with affiliated entity(ies) having a structural link with the applicants. Eligible entities may thus include-
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies).
- Entities under the same direct or indirect control as the beneficiary (sister companies).
- Entities legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to Apply?
- Applicants must submit all documents together (Concept Note and Full Application Form). In the first instance, only the Concept Notes will be evaluated. Thereafter, for the applicants who have been pre-selected, the full proposal will be evaluated.
- Applications must be submitted in one original and three copies in A4 size, each bound. The complete application form (Part A: concept note and Part B: full application form), budget and logical framework must also be supplied in electronic format (CD-ROM) in a separate and single file. The electronic file must contain exactly the same application as the paper version enclosed.
- The Checklist and the Declaration by the applicant must be stapled separately and enclosed in the envelope which must bear the reference number and the title of the Call for Proposals, together with the full name and address of the applicant, and the words ‘Not to be opened before the opening session’
- Applications must be send via email or hand delivery.
- Prior registration in PADOR is obligatory for all applicants, co-applicant(s) and affiliated entity(ies).
Note: Applications sent by any other means (e.g. by fax or by e-mail) or delivered to other addresses will be rejected.
