The Netherlands Organization for International Cooperation in Higher Education (NUFFIC) is accepting applications for Netherlands Fellowship Program (NFP) for The Hauge Academy Training Course Local Service Delivery in Land and Water 2014. The major objective of the fellowship program is to help increase the number along with competencies of skilled staffs in government and non-government organizations working in the sector of decentralization, local governance, public service provision and development in sectors such as land, water, environment and natural resources. This fellowship includes living cost, tuition fees, visas, travel & insurance of fellowship holders as specified in NFP Rules and Regulations.
Training course Local Service Delivery in Land and Water starting from 15th to 26th September 2014 aims to increase the insights of working professionals into the basic conditions for good local service delivery. Discussions on the collaborative work of different layers of government along with the central government, to ensure the basic services also reach the poorest people help participants gain better understanding on the roles of different layers of government in creating conditions and maintaining oversight. Ways to set up democratic and transparent financial management of services will be discussed vaguely. The course also helps participants link results based management, public financial management and local development plans along with the directions to apply international concepts and tools for improving water and land management. Along with this, the participants find clearer ways on increasing collaboration and interaction between public and private sector with the civil society and between central and local government. Partnering with NGOs and private sector who are also working on the same field, to tackle the challenges are specifically dealt and discussed during the course. Participants get equipped with numerous practical and analytical tools that help her/him envision and implement pro-poor local service delivery policies and projects. Course highlights separate modules on the development of local systems for water and land management.
Participants will be offered a certificate of The Hague Academy for Local Governance after successful completion of the course.

Eligibility Criteria –
- Government or non-government professionals who are the nationals of and work and live in NFP Country with at least three years experience and is nominated by her/his employer with clear need for training within the context of organization.
- Candidates should have applied for The Hauge Academy Training Course Local Service Delivery in Land and Water 2014.
