Non-profit making civil society organizations in select countries are invited to apply for the Europe Aid Neighborhood Civil Society Facility. The major objectives of the Neighborhood Civil Society Facility program are to – strengthen CSOs capacities to promote reform and increase public accountability; strengthen CSOs’ involvement in the policy-making process and in policy dialogue; to strengthen CSOs’ role as watchdog players; to increase interaction between CSOs and authorities at the regional, national and local levels; and increase CSOs involvement in programming, implementation and monitoring of EU assistance and policies in the region.
Lots:
- Lot 1 – Covers the Eastern Neighborhood countries (Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine). Priority is given to the capacity development of civil society organizations. The lot aims to contribute to capacity development at the individual, organizational and sector/network level, with a particular focus on the organizational level.
- Lot 2 – Covering the Southern Neighborhood countries (Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria, Tunisia). The lot targets to reinforce the capacity of CSOs to contribute to the building of an enabling environment by ensuring their independence, internal governance, transparency and accountability.
- Lot 3 – Covering the countries of the Neighborhood region involved in the Maghreb integration process (Algeria, Morocco, Tunisia and Libya). The lot targets to reinforce the capacities of CSOs to promote regional integration at Maghreb level and interact with the Arab Maghreb Union.
Grant application can be made in between EUR500,000 and 1,000,000 which can be maximum 90% of the total eligible costs of the action. The initial planned duration of an action must be in between 24 and 48 months.
Eligibility Criteria:
- Applicant must be legal person in non-profit making organization.
- Applying organization must be civil society organization – non-governmental non-profit organizations and independent foundations, community-based organizations and private-sector non-profit agencies, institutions and organizations and networks thereof at local, national, regional and international level.
- Applicants must be established in a Member State of the European Union or the beneficiary countries (from specific countries stated in specific lots).
- Applicants must be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- The actions must take place in the countries specified in the lots.
Applicants must register in PADOR to submit the concept paper. They should also submit one electronic copy (CD-Rom) along with hard copy in sealed envelop to be considered for the grant. Selected concept papers will be invited to submit full proposal.
