Men who have sex with men (MSM) in India are a marginalized population who are in need of evidence based HIV prevention efforts. Given the current reality of the lives that MSM live in India, in that many are married or involved in heterosexual relationships; working with the female partners of MSM is a crucial recommendation for HIV/AIDS prevention.
Research has shown that some subpopulations of MSM, including TG, have high rates of multiple as well as concurrent sexual partners and often engage in unprotected anal sex. Significantly, many most-at-risk MSM have both male and female sexual partners. In view of the information, there is a gap in knowledge with regards interventions and strategies to address SRH including HIV needs of women partners of MSM
Call for Proposals
In this context UNDP, India is seeking proposals for “Addressing the SRH (Sexual and Reproductive Health) needs of MSM and their female partners using existing SRH facilities and/or working in collaboration with existing organizations: Documentation of models that have worked and replicable strategies”
Overall objective:
To assess and provide information on knowledge gaps in understanding the needs and developing interventions to reach out to female partners of MSM.
Scope of the assignment
The areas for investigation are as follows –
Service Provision
- What are the current strategies used (in the international context) to reach out to female partners of MSM?
- What models of service integration work best?
- How should SRH and HIV services for wives/ female partners of MSM be integrated?
Structural Level
What are the key operational and structural barriers to achieving and optimising services of wives/female partners of MSM
Policy Level
What are the potential strategies that can be adapted in the Indian context?
Experience
- Prior experience in development of best/ good practices, process documentation in HIV and AIDS arena in special context to MSM community
- Clear knowledge of the HIV epidemic in India and globally in special context of HIV and AIDS related Stigma and enacted stigma
- Clear knowledge and understanding of the National AIDS Control Programme III
- Strong human rights and gender focus
- Previous experience of working for/partnering with a national level development agency
- Experience in developing strategic documents to international standards in relation to HIV and AIDS.
- Good linkages with development partners, government and civil society organizations.
- Technical knowledge of process documentation and development of best practices notes, good writing skills, adherence to deadlines.
The study will address the above questions by showcasing examples from India viz. The Humsafar Trust, FPAI model clinics, Lakshya Trust and other relevant interventions in the country where SRH and HIV services are being linked at the policy, structural and service delivery levels for wives/ female partners of MSM.
